The exchange from Feb. 5 shows Lucki told Carrique that “between you and I,” the Government of Canada was “losing/lost confidence” in the Ottawa Police Service. Carrique’s witness statement, filed at the inquiry Thursday, said the OPP didn’t use the federal emergency powers to create restricted areas. In her texts to Carrique, Lucki said on Feb. 5 that she was speaking to unnamed cabinet ministers and “trying to calm them down. Carrique told the inquiry on Thursday that, though there were discussions of military involvement, he never recommended nor called for the armed forces to play any role in the protest response. “I felt that we were at that point where I ought to be offering that assistance” to take over command, Carrique told the inquiry.

The grain crop in Western Canada is expected to reach 75.2 million tonnes this year, according to Statistics Canada. That would be about seven per cent above the five-year average, CP Rail said, and well above last year’s drought-stricken crop that was down 36 per cent. CP Rail’s fill rate was worse than the average, with 39 per cent of orders unfilled. CP Rail chief executive Keith Creel told financial analysts on Oct. 26 that the railway has hired 1,500 conductors since the beginning of the year and reached an “all-time” record for moving grain cars this fall, hitting 6,900 grain cars weekly on two separate weeks. CP Rail also expects to complete a four-year project in the fourth quarter to add 5,900 high-capacity grain cars to its fleet.

Bill C-18, the Online News Act, appeared to be headed to clause-by-clause review this week. Indeed, as many small media outlets have noted, eligibility requirements to have QCJO status or regularly employ at least two journalists means that many small weeklies or digital startups will fall outside the system. The corporate media lobby perspective is easier to understand given that most of the Bill C-18 money would go to those lobby groups. Much the same dynamic is now playing out with Bill C-18. As for the big payouts for Bell, Rogers and the CBC and the exclusion of small media outlets, he suggests that the small outlets aren’t much interested in the bill.

Shell 3Q earnings double, stir debate on energy profit taxLONDON (AP) — Shell’s earnings more than doubled in the third quarter, fueling the debate over taxes on energy producers’ windfall profits as they have benefited from high oil and natural gas prices following Russia’s invasion of Ukraine. Brent crude, a benchmark for European oil prices, averaged $100.84 a barrel in the third quarter, 37% higher than a year earlier. Wholesale natural gas prices in Europe more than tripled in the same period. Opposition parties are pressuring Prime Minister Rishi Sunak, who took office this week, to increase the windfall profits tax as he rushes to stabilize Britain’s finances with new tax and spending plans. Despite “booming oil profits,” the government still refuses to impose a “proper windfall tax on energy producers,” she tweeted after Shell reported earnings.

But why not bring in one more: Bob Lazar. It’s been more than 20 years since Lazar first shared his story with Las Vegas investigative reporter George Knapp. NASA has assembled an all-star team of experts tasked with trying to demystify UAPs. But if you follow the UFO files — and, sadly, I’ve been doing so since junior high — it’s hard to dismiss Bob Lazar as a nutjob. NASA, please call Bob Lazar.

OTTAWA—The so-called “Freedom Convoy” occupation in the nation’s capital could have been smaller and easier to manage, if not for then-police chief Peter Sloly’s direction to not concede anything to the protesters, the Emergencies Act inquiry heard Tuesday. Questions have also been raised about how Ottawa police used specialized mediation teams during the occupation. Marcel Beaudin told the inquiry such teams could have been better used to reduce the number of protesters. Even so, Beaudin told the inquiry he saw no evidence of Sloly interfering in how these teams were working. Robert Bernier, who also testified Tuesday, gave evidence that he saw a “bizarre disconnect” between the OPP intelligence and Ottawa police preparations for the convoy protests.

“Human Measure,” the new dance piece created by multimedia artist Cassils and choreographed by Jasmine Albuquerque, problematizes visibility. And so the work is very much problematizing visibility,” said Cassils, who was born in Canada but now lives in Los Angeles. While acknowledging the works’ issues, Cassils wanted to reclaim Klein’s use of bodies and reframe it through the lens of trans bodies and experiences. In their performance piece “Inextinguishable Fire,” Cassils set themselves on fire and forced audiences to confront violence and trauma on the stage as a metaphor for real-world atrocities. But of all their projects, they said “Human Measure” is unique in the way it represents trans stories onstage.
