Brenda Lucki discussed how to ‘calm’ ministers, said government was losing faith in Ottawa police to end ‘Freedom Convoy,’ inquiry hears

The exchange from Feb. 5 shows Lucki told Carrique that “between you and I,” the Government of Canada was “losing/lost confidence” in the Ottawa Police Service. Carrique’s witness statement, filed at the inquiry Thursday, said the OPP didn’t use the federal emergency powers to create restricted areas. In her texts to Carrique, Lucki said on Feb. 5 that she was speaking to unnamed cabinet ministers and “trying to calm them down. Carrique told the inquiry on Thursday that, though there were discussions of military involvement, he never recommended nor called for the armed forces to play any role in the protest response. “I felt that we were at that point where I ought to be offering that assistance” to take over command, Carrique told the inquiry.
