PayU Payments appoints five new members to its board of directors
PayU Payments has appointed five new members to its board of directors as it looks to strengthen its corporate governance and risk management practices, as per an ET report. PayU has appointed Renu Sud Karnad, president of International Union of Housing Finance (IUHF) and former managing director of Housing Development Finance Corporation (HDFC), as chairperson and independent director to its board as per the report. Laurent Le Moal, who stepped back from the role of global PayU CEO in October last year and continued as an advisor, has joined as a non-independent director to the board.Jan Bune, who has previously served as independent chairman to the risk advisory committee at PayU, has also joined the board as non-independent director. Gopika Pant, managing partner at Indian Law Partners, and Jairaj Purandare, founder chairman of JMP Advisors, too, have joined the board as independent directors. REWA NEWS: शहर में अवैध कॉलोनियों के नियमितीकरण को लेकर नए सिरे से विकास प्लान तैयार किया जाएगा। नगर निगम ने आर्किटेक्ट से संपर्क कर कार्ययोजना की शुरुआत कर दी है। सरकार ने नई गाइडलाइन में कई नई शर्ते भी जोड़ी हैं। इससे अब उन कॉलोनियों के नियमितीकरण में तकनीकी कठिनाई आएगी जो प्रतिबंधित क्षेत्रों की भूमि पर भी मकान बनवा चुकी है। नगरीय प्रशासन विभाग ने इस संबंध में विधानसभा चुनाव के पहले भी निर्देश दिए थे। अब नई सरकार गठन के बाद प्रक्रिया को तेज करने के लिए कहा गया है।न पार्क बनाया न खाली स्थान छोड़ारीवा शहर में चिह्नित की गई अधिकांश अवैध कॉलोनियों में पार्क नहीं बनाए गए हैं। न ही इसके लिए कोई खाली स्थान छोड़ा गया है। साथ ही नदी, नालों और तालाचों के किनारे ग्रीन बेल्ट की भूमि पर भी मकान कॉलोनाइजर्स ने बनवा दिए है। ऐसी कालोनियों को नियमित करने की बात दूर, बल्कि कॉलोनाइजर्स के विरुद्ध एफआइआर ‘भी दर्ज कराई जाएगी। नगरीय प्रशासन विभाग द्वारा जारी किए गए आदेश में सभी निकायों को कहा गया है कि 31 दिसंबर 2016 से लेकर 31 दिसंबर 2022 की अवधि में विकसित हुई सभी कालोनियों को नियमित किया जाएगा। इस दौरान यह भी पता लगाना है कि जो ग्रीन बेल्ट एवं अन्य नियमों की अवहेलना कर रहे है उन पर कार्रवाई भी की जाए।पूर्व की 109 कॉलोनियों का विकास प्लान तैयारअवैध कॉलोनियों को नियमित करने के लिए नगर निगम ने अब तक 109 कॉलोनियों का विकास प्लान तैयार कर रखा है। पूर्व में 71 कॉलोनियों पर काम हुआ था, हाल ही में 38 कॉलोनियों को भी नियमित करने के लिए विकास प्लान तैयार कर वहां पर भवन अनुज्ञा जारी करने की अनुमति दे दी गई है। 2016 के पहले तक शहर में 121 अवैध कालोनियों को चिन्हित किया गया था। नगर निगम के अधिकारियों की मानें तो एक अनुमान के तहत शहर में करीब 311 अवैध कालोनियां हैं, सर्वे के दौरान इनकी संख्या कम और अधिक भी हो सकती है।नियमितीकरण के नोटिफिकेशन में तकनीकी पेंचहाल के दिनों में विधानसभा में नगरीय प्रशासन मंत्री ने एक सवाल के जवाब में कहा है कि अवैध कॉलोनियों को नियमित करने के लिए वहां पर सर्वे कराने के बाद विकास प्लान तैयार किए जाते हैं और उसके अनुसार काम हो रहा है। उन्होंने कहा कि नए नियमों में अवैध कालोनी में अधोसंरचना के कार्य कराए जाने का प्रावधान है लेकिन कालोनी को नियमितीकरण का नोटिफिकेशन जारी करने की अनिवार्यता नहीं है। इस पर निगम के अधिकारियों का कहना है कि कई कॉलोनियां ऐसी हैं जहां पर भवन निर्माण के प्रयोजन की वजह से तकनीकी कठिनाइयां आती हैं। नए नियमों में केवल आवासीय प्रयोजन के लिए बनाए गए मकानों वाली कालोनियों को ही वैध किया जा सकेगा। साथ ही ग्रीन बेल्ट एवं अन्य जगहों पर बनी कालोनियों को नियमित घोषत नहीं किया जा सकता। इसी कारण विकास कार्य तो कराए जा रहे हैं लेकिन नियमितीकरण का नोटिफिकेशन नहीं हो पाता है।कई चरणों में कराया जा रहा है कार्यकालोनियों को नियमित करने के लिए कई चरण की प्रक्रियाओं से गुजरना होता है। पहले अवैध कालोनी का सर्वे होता है और दस्तावेजों के आधार पर उसे अवैध कालोनी घोषित किया जाता है। इसके बाद दावा-आपत्तियों के बाद प्रकाशन होता है। नगर निगम विकास प्लान इन कालोनियों के लिए आर्किटेक्ट या फिर अपने इंजीनियर्स से तैयार कराता है। नागरिक अधोसंरचना में खर्च राशि का आधा हिस्सा नगर निगम और आधा वहां के रहवासियों से वसूला जाता है। पार्क सहित दूसरे कार्यों के लिए कलेक्टर गाइडलाइन पर पैसा लिया जाता है।अब तक उपेक्षित रहे हैं लोगशहर में विकसित हुई अवैध कॉलोनियों में रहने वाले लोग अब तक सरकारी तौर पर उपेक्षित रहे हैं। कॉलोनियों के नियमित होने से यहां पर रहने वाले लोगों को अन्य सुविधाएं भी मिलेंगी। इन अवैध कॉलोनी में रहने वाले लोग अब बैंक लोन ले पाएंगे। पहले अवैध कॉलोनी में बैंक लोन की पात्रता नहीं थी, जिससे लोगों को परेशानी हो रही थी। इन कॉलोनियों में नियमित योजनाओं जैसे अमृत योजना, सांसद-विधायक निधि से विकास के लिए राशि खर्च करने का भी प्रावधान किया जाएगा।3 अवैध कॉलोनाइजर्स को जारी किया नोटिसशहर में बिना अनुमति के कॉलोनियां विकसित कराई जा रही हैं। इसकी शिकायतें भी मिल रही हैं। पूर्व पार्षद रामप्रकाश तिवारी की शिकायत पर नगर निगम के कॉलोनी सेल की ओर से तीन कॉलोनाइजर्स को नोटिस जारी किया गया है। उसमें कहा है कि वह अपना पक्ष प्रस्तुत करें अन्यथा सात दिन के बाद एफआइआर दर्ज कराई जाएगी। ललपा के पास स्थित बदरांव में कालोनी बना रहे जितेन्द्र सिंह और विनोद सिंह को नोटिस दिया है। शिकायत के बाद टीम ने निरीक्षण किया तो पाया कि अवैध कॉलोनी में प्लाटिंग की गई है और उसे बेचा भी जा रहा है। एक अन्य अवैध कॉलोनाइजर जलज पटेल को भी नोटिस देकर 7 दिन में जवाब प्रस्तुत करने को कहा है।अवैध कॉलोनियों का एक चरण का कार्य चल रहा है। इसमें अब तक 109 कॉलोनियों का विकास प्लान तैयार हो चुका है। अब वर्ष 2016 से 2022 तक की अवधि में अस्तित्व में आई कॉलोनियों का सर्वे कराने के लिए आर्किटेक्ट से संपर्क किया जा रहा है। गाइडलाइन के अनुसार प्रक्रिया अपनाई जाएगी।एचके त्रिपाठी, नोडल अधिकारी कालोनी सेल

Rewa Police News: ट्रैफिक थाने में पुलिसकर्मियों के लंच पर ब्रेक, अब 11 घंटे ड्यूटी
REWA POLICE NEWS: बल की कमी से जूझ रहे ट्रैफिक थाने के कर्मचारियों के लंच पर अधिकारियों ने ब्रेक लगा दिया है। अब कर्मचारियों को दोपहर का लंच नसीब नहीं होगा बल्कि उनको लगातार ड्यूटी करनी पड़ेगी।बल की कमी से जूझ रहे ट्रैफिक थाने में कर्मचारियों की फजीहत हो रही है। यातायात थाने द्वारा पूरे शहर में ट्रैफिक व्यवस्था का संचालन करने के साथ ही वाहन चेकिंग सहित अन्य कार्य करवाए जाते हैं। यह थाना लंबे समय से बल की समस्या से जूझ रहा है और यहां स्वीकृत बल से कम स्टाफ पदस्थ है। इसका खामियाजा अब यहां पदस्थ कर्मचारियों को भुगतना पड़ रहा है। उन पर काम का अतिरिक्त दबाव आ गया है।यातायात थाने में पदस्थ पुलिसकर्मियों की ड्यूटी सुबह 9 बजे से शुरू होती है और रात 9 बजे तक उनको यातायात व्यवस्था संभालनी पड़ती है। अभी तक उनको दोपहर दो से चार बजे तक का आराम लंच के लिए दिया जाता था। इस बीच वे खाना खाने के साथ थोड़ी देर शरीर को आराम देते थे और फिर ड्यूटी पर आ जाते थे लेकिन अब उनकी छुट्टी पर रोक लगा दी गई है और अब उनको लंच के लिए छुट्टी नहीं मिलेगी।इसका खामियाजा तो सभी पुलिसकर्मी भुगत रहे हैं लेकिन सबसे ज्यादा प्रभाव उम्रदराज और पहले से बीमारी से ग्रसित पुलिसकर्मियों पर पड़ रहा है जिनको लगातार 11 घंटे ड्यूटी करनी पड़ रही है। हालांकि स्थिति कब तक निर्मित रहेगी इसका यह जवाब किसी के पास नहीं है।स्वीकृत बल से भी कम पदस्थ है स्टाफशहर में जहां एक ओर यातायात का दबाव बढ़ता जा रहा है तो दूसरी ओर यातायात थाने में बल कम होता जा रहा है। थाने में 1 डीएसपी, 1 टीआई, तीन सूबेदार, 9 उपनिरीक्षक, 7 एएसआई, 11 प्रधान आरक्षक, 61 आरक्षक के पद स्वीकृत है। इसके मुकाबले थाने में 1 डीएसपी, 2 टीआई, 2 सूबेदार, 1 उपनिरीक्षक, 10 एएसआई, 19 प्रधान आरक्षक, 12 आरक्षक पदस्थ है। इनमें से कई पुलिसकर्मी उम्रदराज हो गए है जिनके लिए फील्ड में अधिक समय तक खड़े रहना संभव नहीं होता है।शहर के दो दर्जन से अधिक स्थानों में लगता है जामशहर के दो दर्जन से अधिक ऐसे स्थान हैं जहां पर अक्सर जाम की स्थिति निर्मित हो जाती है। इनमें सिरमौर चौराहा, अमहिया मार्ग, अस्पताल चौराहा, धोबिया टंकी, गुढ़ चौराहा, प्रकाश चौराहा, स्टेच्यू चौराहा, खन्ना चौराहा,समान तिराहा, पुराना बस स्टैण्ड, जयस्तंभ, ढेकहा तिराहा सहित अन्य स्थान शामिल है। इन सभी चौराहों में पुलिसकर्मियों की ड्यूटी लगाई जाती है। हालत यह है कि कुछ स्थानों में तैनात करने के लिए थाने के पास बल ही नहीं है।9 कर्मचारी थाने में करते हैं ड्यूटीयातायात थाने में पदस्थ करीब 9 कर्मचारी सिर्फ थाने के काम में रहते हैं। इनमें थाने के मुंशी, मददगार, कप्यूटर कार्य, डीएसपी के मददगार, सीसीटीएनएस सहित अन्य कार्यों में व्यस्त रहते हैं। इसके अतिरिक्त बीच-बीच में थाने से बल व्हीआईपी ड्यूटी के लिए दूसरे जिलों में भेजा जाता है। कुछ कर्मचारी प्रशिक्षण के लिए चले जाते हैं। आधा दर्जन के लगभग पुलिसकर्मी हर समय अवकाश में रहते है। ऐसे में यातायात संचालन एक गंभीर समस्या बन जाता है।
