Many will remember that before and after independence, local governments, cities, provinces and states exercised more power than the central government which was reduced to an appendage of the more powerful sub-national governments. No more, beginning with military rule in its several authoritarian varieties, the local governments barely now exist, municipalities are a shadow of their former selves while a centripetal mien with a vertical geography of power has long taken over the once impressive outlook of state governments. That is perhaps why there has been far more excitement and hoopla about the election at the centre with respect to 2023 than there had been about the state governments that should undergird that centre. No one needs to tell us about the beauty of effective local governments, precisely because they are closer to the people and potentially more responsible to the people they are supposed to look after. One way of remedying the misfortune of misgovernance is to return to the sub-national setting and unleash the power of leadership, making a difference.

The University of Cambridge will return looted Benin bronzes to Nigeria. During the attack, the British burned the city’s palace and exiled Benin’s Oba, or king, with thousands of brasses and other works – collectively known as the ‘Benin bronzes’ – taken and later sold off in London to recoup the costs of the military mission. The university supported a formal claim from Nigeria’s National Commission for Museums and Monuments (NCMM) for the return of the items earlier this year. A university spokeswoman said on Wednesday: “The Charity Commission has considered and approved the return of 116 historical objects, often referred to as the Benin bronzes, from the University of Cambridge’s Museum of Archaeology and Anthropology to the National Commission of Museums and Monuments (NCMM) of Nigeria. “The University is now working with the Commission to finalise next steps regarding these Benin bronzes, and we will communicate these in due course.

African Development Bank and Worldwide Fund for Nature (WWF) have launched a regional report on the performance of African countries under the Strategic Plan for Biodiversity 2011-2020. The assessment, launched on the sidelines of the UN Biodiversity Summit (COP15) in Montreal, Canada, is based on the 6th National Reports on biodiversity submitted by African countries 2018-2020. Conclusions from the synthesis of the 6th national reports on biodiversity underpin Africa’s stance in negotiations over the post-2020 Global Biodiversity Framework. The reports shed light on the status of biodiversity in Africa, regarding implementing national biodiversity strategies and action plans. This information will serve as a baseline, together with Africa’s biodiversity priorities and the Bank’s High Five objectives, to guide negotiations over the post-2020 global biodiversity targets.

The Anambra State Government has rescued a 13-year-old girl (name withheld), from her guardian who raped, impregnated and abandoned her in a hospital, where she recently gave birth. The Commissioner for Women and Social Welfare in the state, Ify Obinabo, confirmed the development to PREMIUM TIMES on Monday.
