The council’s three African members abstained in Thursday’s vote to protest Russia’s blocking the longer extension they say is needed to help the divided country move to elections and stability. Russia’s deputy ambassador reiterated Moscow’s position that the U.N. mission must first get a new special representative before it has a longer mandate. American diplomat Stephanie Williams has been serving as a special adviser but she is leaving, so the U.N. mission will have no leader during Libya’s current political crisis. After Kubis left, Guterres appointed veteran American diplomat Stephanie Williams, a former UN deputy special representative in Libya, as his special adviser. Oil-rich Libya has been wracked by conflict since a NATO-backed uprising toppled and killed longtime dictator Moammar Gadhafi in 2011.

The violence prompted the population of the Agadez, Tahoua and Tillabéri regions to arm themselves in self-defence. Niger’s responses to arms trafficking must be strengthened to address this risk. However, a regional initiative would be better suited to preventing a southward resurgence of weapons flows if Libya’s conflict ends.

The US ambassador Richard Norland said he met in Tripoli with the Libyan Chief of Staff Mohammed Al-Haddad and offered his praise for his joint efforts with the Chief of Staff of Khalifa Haftar forces' Abdelrazik Al-Nathori, as well as the work of the Joint Military Commission (JMC 5+5). "Those responsible for the militia clashes in recent days would be wise to follow the example set by General Haddad and others: a resounding “no” to renewed armed conflict." Norland said, according to a tweet by the US embassy in Libya. In a meeting with Libyan Foreign Minister also on Thursday, Norland said Libyans deserved better than the violence that occurred in Tripoli or Misrata in recent days, strongly urging all leaders to avoid escalatory steps, and support agreement on holding presidential and parliamentary elections.

The commander of Constitution and Elections Support Force that is affiliated with the Government of National Unity, Mohsen Al-Zuweik, said they are ready for any military confrontation. Al-Zuweik told reporters that the failure of "parallel government" made its loyalists threaten to use force to enter Tripoli, saying his force's response to them with be on the ground not through media. "The parallel government project started since the failure of the Aqila and Bashagha list at the Geneva forum," he said in a clear reference to Osama Juweili, who was on that same list. The statements by Al-Zuweik came in response to threats Juweili made Wednesday to local media, saying the only solution that saves Libya from armed conflict would be handing over power by PM Dbeibah to Bashagha in a peaceful way. Juweili explained that they agreed at the military meeting that was held on Tuesday to deescalate until a second meeting is held next week, saying the meeting would include all military parties.

Qualcomm Technologies announced on Thursday that it had boosted its partnership with Samsung Electronics to expand collaboration on the former’s Snapdragon XR platform. The strategic deal will allow the Santa Clara-based firm to expand collaboration for future Samsung products, namely in extended reality (XR), smartphones, laptops, tablets, and others. 273 new people tested positive for COVID-19, marking 40 percent of the infection rate, according to a Thursday report by the National Center for Disease Control in Libya (NCDC). The center also said 130 have recovered during the same reporting period. The total recorded COVID-19 cases in Libya have exceeded more than 50,000 since the start of the pandemic, while over 490,000 of which have recovered, according to the NCDC. The virus has claimed the lives of 6,404 people. Over two million people received one dose of the vaccination, while more than one million others were vaccinated with two doses.

Oil production in Libya reached over a million barrels per day after the reopening of the wells and export terminals, announced the Tripoli-based government on Thursday. In its Facebook page, the government quoted prime minister Abdul Hamid Dbeibeh as saying: “Thanks to the national staff working in the oil sector for their efforts to bring oil production back in record time to 1,133,000 barrels per day”. He added that “work is still going on to reach the normal production rate.”This comes after number of fields and export terminals shut down since mid-April, which led to 50% reduction of oil production with the country producing an average of 560,000 bpd. However, the oil blockade has been lifted in July after change of leadership in the state-owned National Oil Corporation (NOC), which is the main operator of Libya’s oil production.

CAIRO - 28 July 2022: The Information and Communications Technology (ICT) sector in Egypt is very robust and it’s the highest growing sector with a growth rate of 16 percent in 2020/2021, compared to 15.2 percent in 2019/2020, CEO of Egypt’s Information Technology Industry Development Agency (ITIDA), Amr Mahfouz told the Polish-English business magazine, Focus on Business. “The value of Egypt’s digital exports grew from $4.1 billion in 2019/2020 to $4.5 billion in 2020/2021,” he added. According to ITIDA’s CEO, ITIDA offers incentives and assistance designed carefully from an investor's perspective and provided through the entire business lifecycle.
