Placeholder while article actions loadBEIRUT — Libya’s oil production has almost completely halted because of a political stalemate, officials told media, during a time of heightened global concerns over the supply of crude. It also comes at a time when Europe is desperately seeking alternatives to Russian energy from sources in Africa and the Mediterranean. The blockade of oil facilities is driven by a political rivalry between two main factions in the country over control of Libya’s government. Groups of protesters closed two major oil fields in April, halving the country’s output to 600,000 barrels a day at the time, according to Bloomberg. “It is notable that Russian Wagner Group mercenaries working alongside Hifter’s forces since 2019 have long held influence” in some oil facilities since 2020, Gomati said.

Libya's parliament today approved a budget for the government it appointed in March despite the incumbent administration refusing to step down, a move that may accelerate a return to parallel rule. The parliament in the coastal city of Sirte passed the 89.7 billion Libyan dinar ($18.6 billion) budget unanimously, its spokesperson said, to finance the government of Fathi Bashagha, who has been unable to enter Tripoli to take control there. The dispute over control of government and state revenue, and over a political solution to resolve 11 years of violent chaos, threatens to launch Libya back into administrative division and war. In Tripoli, Abdulhamid Dbeibah, who was installed last year through a UN-backed process to head an interim unity government, has rejected the parliament's appointment of Bashagha and says he will step down only after an election. Libya is producing only about 100,000-150,000 bpd of crude oil as almost all of its fields get shut down amid the latest flare-up of fighting between political factions in the war-torn country. Oil minister Mohammed Aoun said earlier in the week that the country’s oil production was down by 1.1 million barrels daily—from 1.2 million barrels daily earlier this year. Today, a spokesman for the ministry confirmed the figure, meaning that Libya is producing about a tenth of what it was producing at the beginning of the year. As a result, Libya is losing about $70 to $80 million daily in oil revenues, according to the oil ministry spokesman, as quoted by Reuters. On the flip side, Libya has proved it can restart production relatively quickly, which would mean a quick return of barrels once the conflict is resolved.
