A UN human rights expert today called on the authorities in Libya to take urgent steps to protect all women and girls in the country from rampant violence and mistreatment, to fully implement prevention measures, and ensure protection and support for victims. Following an eight-day visit to the country, UN Special Rapporteur on violence against women, Reem Alsalem, said urgent action was needed to end the continuous cycle of violence against Libyan and non-Libyan women and girls which is compounded by complete impunity for crimes committed. “I have left Libya feeling deeply disturbed at the widespread, systematic, and grave levels of violence faced by Libyan women and children, including girls. “Furthermore, the pushback of migrants and refugees at sea to Libya where their lives are at risk must be stopped. Opportunities for access to fair asylum procedures, evacuation opportunities, and voluntary returns to their countries must be scaled up,” the Special Rapporteur said.

It has been a year since elections were to take place in Libya under the UN peace initiative, formally known as the Libyan Political Dialogue Forum (LPDF), on December 24, 2021. The delay in the elections and the existence of two rival governments in the country has increased fears that Libya will either relapse into full-scale civil war or split into two. These were postponed at the last movement because of disagreements over the electoral law and Dbeibah’s own candidacy. The total number of internally displaced people in Libya now is 134,787, as opposed to over 316,000 in October 2020. Earlier this month the US announced that another Libyan suspect in the Lockerbie bombing, Mohammed Abouagela Masud, was in its custody. In the early 1980s, while Senussi ran Gaddafi’s internal security services, many opponents of the regime were killed in Libya and overseas. Senussi was also said to have been behind an alleged Libyan intelligence plot to assassinate Crown Prince Abdullah of Saudi Arabia in late 2003. The ICC decided in 2013 that as Libya had put Senussi on trial it would halt its own proceedings against him. It is unclear if the transfer of Senussi to the US has been shelved indefinitely, or merely postponed.

For his part, Al-Mulla presented during the meeting “current and future investment plans for research and exploration until 2025 in the eastern and western regions of the Mediterranean, with the participation of major international energy companies and a total investment of about $2.1 billion,” according to the presidential statement, noting that “it is expected according to the preliminary results.” The research is expected to result in promising discoveries that will support the national economy, as well as establish Egypt’s position as a regional center for energy production and trading. The official spokesman for the Egyptian presidency, Ambassador Bassam Rady, stated that the Minister of Petroleum also presented developments in the implementation of the “Soda Ash” production project in the industrial zone in the new city of El Alamein, which is carried out in partnership between the state and the private sector, with a total investment of about $500 million.

A Kurdish Syrian smuggler in Algeria said dozens of Kurds from Syria arrive in the Algerian coastal city of Oran each week for the sea journey. The region has been targeted by Islamic State group militants, Turkish forces and Syrian opposition groups from the country’s northwestern rebel-held enclave. He now wants to join the flow of Kurds headed from Syria to Europe. He hopes to be granted asylum status soon, so his wife and daughters can reunite with him in Europe.

The arrest of Abu Agila Masoud Al-Marimi, a former Libyan intelligence operative, has been described by the U.S. Attorney-General Merrick Garland as a “milestone on the path to justice” for victims of the 1988 Lockerbie bombing. In a speech at the 34th memorial service of the bombing attack on Wednesday, Garland said the U.S. “took a significant step forward on that path toward justice” by extraditing Al-Marimi from Libya. “We mark this milestone on the path to justice because of dedicated agents, investigators and prosecutors on both sides of the Atlantic,” Garland added. He was then held by another militia for two weeks before being handed over to U.S. agents. On the other hand, the U.S. Embassy in Libya has maintained that Al-Marimi’s transfer was “lawful and conducted in cooperation with Libyan authorities”.
