Analysts said the Tripoli-based government responsible for handing over Masud was likely seeking U.S. goodwill and favour amid the power struggles in Libya. After Masud's release from prison, the Biden administration intensified extradition demands, Libyan officials said. In Misrata, Masud was interrogated by Libyan officers in the presence of U.S. intelligence officers, said a Libyan official briefed on the interrogation. Some have questioned the legality of Masud's handover, given the role of informal armed groups and a lack of official extradition procedures. Harchaoui, the analyst, said Masud's extradition signals the U.S. is condoning what he portrayed as lawless behavior.

The European Union is accused of breaking international law by Frontex conducting aerial surveillance hosted in a hangar at Luqa airport that is sharing information on migrant boat locations with Libya. Using that information, Libya is, in turn, pulling would-be asylum seekers back to Libya where they face the almost certain prospects of detention, degrading treatment and torture. An analysis published by the humanitarian organisation shows, “How the agency [Frontex] uses aerial surveillance demonstrates that it is in service of interceptions, not rescues. “The EU and its agency, Frontex, are sending fewer and fewer ships to the Mediterranean, on purpose,” she told The Shift. The analysis reveals that almost one-third of these interceptions were facilitated by intelligence gathered by Frontex through aerial surveillance.

“The kidnapping and extradition of the Libyan citizen Abu Agila Al-Marimi falls under seeking political support from the United States of America,” the deputy head of the Libyan Tribes Union, Faraj Talluba, confirmed. “The kidnapping and extradition of al-Marimi represents blackmailing the Libyan people to seize the remaining frozen Libyan assets,” said Talluba, who represents the largest gathering of Libyan tribes. “The process of handing over al-Maryami proves that the government of Abdul Hamid Dbeibeh derives its legitimacy from abroad and not from the Libyan people, which contradicts the simplest principles of democracy promoted by western countries that support this government,” said the tribal leader.

The United Nations envoy to Libya said today that alternative mechanisms may have to be used unless the rival parties can find a solution to the country’s political crisis. In a report to the Security Council, Abdullah Batili, Special Representative of the UN Secretary-General for Libya, detailed the political deadlock over control of an interim government and the constitutional way to hold elections, attributing the dispute to the heads of Libya’s two legislative bodies – the House of Representatives and the High Council of State. “The ongoing dispute between two people, the Speaker of the House of Representatives and the President of the High Council of State, over a very limited number of provisions in the constitutional rule is no longer a sufficient justification for keeping the entire country hostage,” Batelli said. “If the two chambers are unable to reach an agreement quickly, alternative mechanisms can and should be used to alleviate the suffering caused by outdated and time-limited makeshift political arrangements,” he added. He did not give any details.
