Now, Libya ranks 131st out of 137 countries, with weak governance and competing extraterritorial ambitions only serving to strengthen men at arms at the expense of laying the foundations for Libya’s political transformation. For all the accolades lavished on the 5+5 Joint Military Commission, Libya remains overwhelmed by tens of thousands of foreign fighters and mercenaries. He called on the international community to quickly announce the date for organizing the parliamentary and presidential elections. According to the League’s statement, the Secretary-General of the League of Arab States, Ahmed Aboul Gheit, welcomed the joint statement issued by them regarding the constitutional document that they announced in Cairo last Thursday, and aims to end the political crisis that the country is suffering from. “We share all Libyans’ desire to see Libyan leaders adopt the necessary measures as soon as possible to allow the High National Elections Commission to begin activating the electoral process,” Norland said in a tweet posted on the US Embassy’s account in Libya. The armed group threatened the residents of the area to storm the houses by force, in the event of non-payment of royalties, but the residents responded by shooting at them, which resulted in the death of one of the members of the armed group.

Deputy Prime Minister and Acting Health Minister of the Libyan outgoing Government of National Unity (GNU), Ramadan Abu Janah, has met with Chargé d’Affaires of the US Embassy to Libya, Leslie Ordman. The meeting discussed the latest political developments in Libya and the possibility of pushing and intensifying efforts towards holding parliamentary and presidential elections as soon as possible to achieve stability in the country, according to a statement on Abu Janah’s official Facebook page. In the presence of a delegation from the Southern Region, the attendees also discussed the problems and difficulties that the Region face in general, especially the issue of borders and irregular migration.

The Libyan Parliament Member, Abdulsalam Nassiya, said the Cairo agreement between the Parliament Speaker, Aguila Saleh, and the High Council of State Head, Khaled al-Mishri, formed “guidelines that need specific mechanisms of action.”In a statement, Nassiya welcomed any steps towards holding elections and a way out of the political, economic and social crisis. The MP stated that presenting the draft constitutional rule to the two houses without agreeing on the mechanism of consensus on the different opinions resulting from the discussion of the two houses may lead to delay or stumbling in its issuance. He explained that the road map also needs mechanisms to discuss and agree on it, especially since the statement identified its general paths in electoral laws, the executive authority and sovereign positions, which are important and sensitive paths. Nassiya continued that it is noticeable that the UN mission was not a party to this meeting or agreement, which may make matters difficult, and confirms the continued regional and international incompatibility on Libya. Nassiya expressed his hope that what has been reached will be built on by setting clear and transparent implementation mechanisms and addressing regional and international consensus on it as quickly as possible.

An Eritrean national described as the “world’s most wanted″ human trafficker has been arrested in Sudan after an international search led by the United Arab Emirates, Interpol has announced. Habtemariam was arrested on Sunday in a ″major international police operation led by the United Arab Emirates, based on information shared via Interpol,″ said a statement from the UAE’s Ministry of Interior. He was “wanted for leading a criminal organization which over several years, kidnapped, mistreated and extorted East African migrants to smuggle them into Europe,” according to the UAE. Lt-Gen Sheikh Saif bin Zayed Al Nahyan, the UAE’s Minister of Interior, called the “global police operation led by the UAE” a “success”. Habtemariam had been the subject of two Interpol red notices, one from Ethiopia and the other from the Netherlands, the agency said.

The Secretary-General of the Arab League, Ahmed Aboul Gheit, welcomed the joint statement issued by the Speaker of the House of Representatives (HoR) and the head of the High Council of State (HCS), regarding the constitutional document, under Egyptian auspices, following their discussions in Cairo on Thursday. Aboul Gheit praised the Egyptian efforts for sponsoring the meetings concerned with the constitutional process, expressing his hope that this political development will be accompanied by practical and serious steps leading to the announcement of a clear and specific national road map to complete all necessary procedures to reach the elections. He also appealed to all Libyan actors to support the current state of consensus in order to secure comprehensive national elections as soon as possible, stressing the Arab League’s continued support for all endeavors aimed at ending the transitional stages in Libya.

January 6, 2023The international police organization Interpol announced this week that a major smuggler has been arrested. Kidane Zekarias Habtemariam was arrested in Sudan in connection with the kidnapping, extortion and murder of east African migrants. Habtemariam, from Eritrea, allegedly smuggled and trafficked thousands of victims, according to a press release from Interpol. Kidane Zekarias Habtemariam was arrested in Sudan following an international manhunt. Would-be migrants have long faced danger in Libya.

An official at the National Center for Disease Control, Ibrahim Al-Deghis, has confirmed that the center has not recorded any cases of the new variant of the Coronavirus, as the latest warnings come within the framework of precautionary measures. Al-Deghis, a member of the NCDC scientific committee, added that many of the tests they received came out as regular flu, which does not represent a danger to the public. Regarding the suspension of studies by some education observers in the regions, he said the center understands their concern but ensured that the epidemiological situation in the country is stable. Al-Deghis explained that the NCDC's policy is to encourage the public, especially elderly people, to get vaccinated against seasonal influenza.

The U.N. Mission in Libya (UNSMIL) has welcomed the joint declaration announced in Cairo today by Speaker of Libya’s House of Representatives, Aguila Saleh, and chairman of the High Council of State, Khaled Al-Mishri, which they agreed on drawing a “clear and specified” roadmap later in order to hold the long-awaited elections. The U.N. Mission said it “strongly encourages the two chambers to now swiftly reach a complete and final agreement including on the contentious issues to finalize the steps required to take the country to inclusive national elections within a specific timeframe.”“UNSMIL reiterates the obligations of political leaders in Libya to demonstrate a genuine & continuous commitment towards achieving a lasting peace by building on previous agreements of the HoR & HCS aimed at resolving the political crisis through elections as soon as possible”. The mission point out that a compromise by Libya’s warring parties is “urgently needed to establish a clear pathway to elections with a specific timeline to open a new era for Libya, its neighbours and the region.”“UNSMIL, in line with its mandate, remains ready to support genuine initiatives aimed at achieving a national consensus towards a Libyan-Libyan solution and to the protracted political crisis,” it concluded.

Speaker of Libya’s House of Representatives, Aguila Saleh, and chairman of the High Council of State, Khaled Al-Mishri, achieved a breakthrough in today’s negotiations in Cairo over the constitutional basis for elections, which “leaves no reason to delay setting an early date for parliamentary and presidential elections,” according to the United States. The U.S. Embassy in Libya released a statement on behalf of Ambassador Richard Norland after Saleh and Al-Mishri agreed on several key points pertaining the constitutional basis for elections. “The conclusion of discussions between the leaders of the HoR and HSC today in Cairo leaves no reason to delay setting an early date for parliamentary and presidential elections,” Norland reportedly stated. ” We share the desire of all Libyans to see Libyan leaders adopt the necessary measures as quickly as possible allowing HNEC to proceed [with] setting the electoral process in motion,” he added. “We express our appreciation to the Government of Egypt for facilitating this important milestone.”

CAIRO – 5 January 2022: Libyan leaders held talks in the Egyptian capital, Cairo, on Wednesday, during which they agreed on drawing a “clear and specified” roadmap later in order to hold the long-awaited elections. The declaration paid tribute to the Egyptian leadership and people for hosting and preparing the suitable climate for the Constitutional Track talks, which resulted in this agreement. The Libyan House and Council also thanked all local and international parties, especially the United Nations, for the support they have provided to Libya. Road to electionsThis has led the Libyan house to select a new government under Fathi Bashagha, a step that Egypt has supported. Egypt has hosted rounds of talks within the framework of the UN-sponsored Libyan constitutional track meetings between delegations from the East-based Parliament and the High Council of State.
