Egypt and Saudi Arabia have renewed their support for an intra-Libyan solution under the auspices of the United Nations during a meeting between the two countries’ foreign ministers in Riyadh. In a joint statement released by Egyptian Foreign Minister Sameh Shoukry and his Saudi counterpart Faisal bin Farhan Al Saud, the two countries have affirmed the need to unify Libya’s institutions as an “important step” ahead of the long-delayed elections. Both have also emphasized the need to” complete procedures regarding the adoption of electoral laws and executive procedures”. Egypt and Saudi Arabia have also called for an end to foreign interventions and the exit of all foreign forces and mercenaries from Libya within a specific time frame.

The Head of the High Council of State (HCS) Khalid Al-Mishri, reviewed on Wednesday with the heads of HCS committees the constitutional document that was agreed upon in principle with the Speaker of the Libyan House of Representatives (HoR) in Cairo. The attendees agreed to hold a consultative session for the HCS early next week to look into the constitutional document, provided that it is presented for voting in a plenary session afterwards. Meanwhile, the HCS denied that any of its members had communicated with any party about the conditions elections' candidacy, stressing that "the legal texts are general and abstract," in response to news saying Al-Mishri mandated an HCS member to talk to Saif Al-Islam Gaddafi into withdrawing from candidacy for Libya's presidential elections when they are held in return for an amnesty and a safe corridor out of Libya. In Cairo on January 05, HoR Speaker and Al-Mishri issued a joint statement agreeing on a roadmap that'll be announced later for finishing electoral procedures, unifying state institutions and resolving other entanglements.

A man went on a violent, unprovoked stabbing spree on Wednesday at the Gare du Nord in Paris, injuring six people and causing brief panic at one of Europe’s busiest train stations until he was shot and arrested by the police. Investigators were not immediately able to identity the suspect, who attacked his victims with a metal hook, and the motive for his assault was not clear, the French authorities said. But none of the injuries were expected to be life-threatening, and the episode was not currently being treating as a terrorist attack. Gérald Darmanin, the French interior minister, told reporters at the station that at 6:42 a.m., an “extremely threatening individual” had stabbed several bystanders in front of the station before continuing inside, during the busy commuter rush. The assault was sudden, random and extremely violent, according to Laure Beccuau, the Paris prosecutor, who said in a statement on Wednesday evening that the suspect had stabbed his first victim at least 20 times with a metal hook that had been sharpened and wrapped with string, “allowing a better grip.”

Libya’s Minister of Economy and Trade, Mohamed Hwej, discussed on Monday at his Ministry’s Tripoli headquarters, a mechanism for cooperation between the financing agencies and the National Program for Small and Medium Enterprises to find financing opportunities for a number of micro-projects. The Ministry said this comes within the framework of its work plan for the year 2023, which leads to providing job opportunities and addressing the proportion of unemployment and overcrowding in the public sector as well as its role in the process of economic development. In the presence of Nasser Bouzgia, Director of the National Program for Small and Medium Enterprises, Farouk Laabidi, General Manager of the Assaray Trade and Investment Bank (ATIB) the General Manager of the Credit Fund and Director of the Western Region Branches Department of the Rural Bank. He pointed out that the National Program for Small and Medium Enterprises, through its business incubators, previously provided training and rehabilitation for a number of youth projects during the past years and stopped providing the necessary financing for them from various financing agencies. Bouzgia stressed that their presence today comes as part of finding a solution to the financing problem and its mechanisms in the presence of a number of local banks that seek to contribute with practical proposals.

Under the auspices of the African Union, a preparatory meeting for a possible national reconciliation conference in Libya took place in Tripoli this January 8. He also urged Libyans to take advantage of the African Union’s offer to bring definitive peace to the battered country. For his part, the President of Senegal and of the African Union (AU), Macky Sall, affirmed the commitment of the AU and UN initiative to ensure that national reconciliation “constitutes a success in order to promote a comprehensive political solution”. More than a decade has passed since then and today Libya is a destroyed nation, being the main transit territory for African migrants to Europe. Today, a new horizon for Libya seems to be closer.

La nave Ong Ocean Viking carrying 37 shipwrecked people (including 12 minors) rescued off the coast of Libya, has docked at the port of Ancona in Italy, where the modules for the initial reception of migrants are set up, Italian media reported. The buses that will have to transport the migrants to their destination locations and a team of doctors from the Ministry of Health have arrived. Various banners with writings in support of migrants they were exhibited in a lookout near the port. “Welcome”, “No to the criminalization of NGOs”, “No border, no nation” the inscriptions, flanked by the signs of the ‘welcoming cities’. Previously there were sit-ins in front of the Teatro delle Muse, which is located at the entrance to the port, and in front of the Court of Ancona.

The Greek Foreign Ministry has reiterated Greece’s readiness for negotiations with the Libyan government that will emerge after elections are held there on the delimitation of the maritime zones, based on the United Nations Convention on the Law of the Sea (UNCLOS), Greek Ekathimerini newspaper reported. The Foreign Ministry conveyed Athens’ intentions in a verbal notice delivered to the Libyan Embassy, refuting the unsubstantiated allegations made by the Tripoli government’s openly pro-Turkish Prime Minister Abdul Hamid Dbeibeh and his associates concerning the “illegal” actions of the Sanco Swift, the vessel carrying out seismic surveys south of the Peloponnese and west and southwest of Crete. However, diplomatic sources said the verbal note reminded Tripoli that the two illegal and unsubstantiated memoranda of understanding it has signed with Turkey (November 2019 and October 2022) are in flagrant violation of fundamental provisions of UNCLOS, which also reflect rules of customary international law. It added that these memoranda ignore and violate Greece’s sovereign rights over its continental shelf, as well as its sovereign rights and jurisdiction over its exclusive economic zone. The Tripoli Court of Appeal ruled to suspend implementation of the memorandum of understanding signed between Turkey and the Libyan Government of National Unity regarding oil and gas exploration, according to local media.

A Libyan court has suspended a deal for offshore oil and gas exploration that Libya and Turkey inked last year, a deal that sparked outrage from neighbors Egypt and Greece. The deal concerned waters that Libya and Turkey have declared to be theirs but that are disputed by Egypt and Greece, Reuters noted in a report on the news that cited an unnamed source. The Libyan government can appeal the ruling, the source also told Reuters. ADVERTISEMENTThe official noted, then, that the deal is only between Libya and Turkey, "two sovereign countries -- it's win-win for both, and other countries have no right to interfere". The potential of the region has become particularly relevant now when Europe is looking for new sources of gas.
