It was a rare visit by a senior US official to the war-torn country, currently split between two rival administrations. The Tripoli-based government said CIA Director William Burns and Prime Minister Abdul Hamid Dbeibah discussed cooperation, economic and security issues. It also posted a hand-shaking photo of the two on one of its social media pages. Militia groups have amassed great wealth and power from kidnappings and their involvement in Libya’s lucrative human trafficking trade.

January 12, 2023Central Intelligence Agency director William Burns arrived in Libya on Thursday on a surprise visit, where he is meeting with the country’s Prime Minister Abdul Hamid Dbeibah in the capital Tripoli, and other senior political and military leaders. The Libya Review tweeted a photo of Burns with Dbeibah in what constitutes the most senior visit for a US official to Libya since President Joe Biden took office in January of 2021. The CIA director was expected to meet with senior political, security and military officials, including the head of Libyan National Army (LNA) Field Marshal Khalifa Haftar. Counterterrorism, oil and gas, relations with Russia and its private mercenary group Wagner were reportedly on the agenda. According to Politico, the United States is interested in tracking Russia's Wagner Group, particularly its activities in Syria where US forces are stationed.

TRIPOLI : U.S. Central Intelligence Agency (CIA) chief William Burns made a rare trip to Libya on Thursday, meeting Prime Minister Abdulhamid al-Dbeibah in Tripoli, the Libyan government said. Dbeibah's Government of National Unity announced the visit on its Facebook page, posting a picture of Burns and Dbeibah together. Two sources close to eastern Libyan commander Khalifa Haftar, who is based in Benghazi, said Burns had also met with him. The United States has previously said it is worried about the role played by Russia in Libya's conflict, and fears continued instability in the OPEC member could impact global energy supply and give space to Islamist militant groups. CAIRO – 12 January 2023: Egypt and Saudi Arabia have called for the exit of foreign fighters and mercenaries from Libya within a specific timeframe and dissolving militias in implementation of relevant UN Security Council resolutions and Berlin and Paris tracks. They confirmed support to a Libyan-Libyan solution under the UN auspices, affirming the necessity to stop foreign interference in the Libyan affairs. They both hailed the role of the Libyan House of Representatives and Higher Council of State in fulfilling the frameworks that enable Libyans to march toward future. They also praised their referral of the constitutional document to the House and the Council for approval, affirming the need to complete relevant measures, including approving electoral laws and executive measures. Libya’s Government of National Unity told Turkey “not to take seriously” a court ruling that suspended an energy exploration deal that the Tripoli government signed with Ankara last year, the Turkish foreign minister said on Thursday. A Libyan court on Monday suspended the energy exploration deal that had angered other Mediterranean powers and inflamed Libya’s own internal crisis. “This court ruling is not the final verdict. The government still backs the deal and they told us that they are proceeding with the necessary work and we should not take this court ruling seriously,” Cavusoglu said. Turkey sent military aid in 2019 to help the Tripoli government ward off an assault on the capital by Egypt-backed eastern forces in the civil war.

Special envoys from the US, France, Germany, Italy and the UK are due to meet in Washington on Friday, January 13, to discuss their next steps after Libya’s House of Representatives and High Council of State last week failed to reach a final agreement in Cairo on the constitutional basis for national elections. This was reported by British newspaper The Guardian which also revealed that meeting is convened by the U.S. envoy and ambassador to Libya, Richard Norland. According to The Guardian, the western diplomats will look at how to stage elections and whether to urge the new UN special envoy Abdoulaye Bathily to set a deadline for establishing a national Libyan body to agree on elections. An unnamed western diplomatic source told the British newspaper that western leaders are losing patience with the entrenched Libyan political elite as they have “collectively failed to agree on the basis of elections”. “We may have to stop hoping we can persuade these people to agree to elections and instead find a way to work around them.”
