The Finance Commission is a constitutional body instituted by the Union government once in five years without any transparent discussion on selecting its members and its terms of reference (ToR). The FC’s recommendations are not justiciable and not all recommendations are accepted by the government. Normally, the Union government adds to the constitutionally mandated ToR using the Constitution’s Article 280, sub-clause 3(d)—“any other matter referred to the commission by the president in the interests of sound finance”. The NDA government gave a long ToR for the 15th FC that was coercive in more than one way. The ToR of every FC retained almost all items in the previous ToR.

Here's what US experts suggestAccording to Redfield, the death rate from the corona virus outbreak was just 0.6%, while the fatality rate from the bird flu epidemic might be as high as 20% to 50%. In a conversation, he said that the avian flu is becoming more widespread in the US. In his opinion, the pandemic might be much more deadly than the Covid-19 pandemic if it spreads via bird flu and affects people. It is known that the third human case of avian flu was detected in America last month. According to scientists, this might be the cause of the avian flu virus's fast proliferation among American cattle.

In fact, 44 years ago this month, astronomer Vera Rubin published her famous paper with indirect evidence about the need for dark matter. Both dark matter and dark energy are assumptions. However, these alternatives suffer from an important problem: they don’t explain away all the disparities, whereas the dark matter and dark energy hypotheses do. Their studies make heavy use of simulations to understand how the universe would look if there were certain kinds of dark matter or dark energy. But for now, we have no choice but to draw all our inferences about dark matter and dark energy from indirect evidence alone.
