They argued investigations must continue given the dire human rights situation in Ethiopia despite last year’s cessation of hostilities agreement. Established by the Human Rights Council in 2021, ICHREE has investigated allegations of human rights violations and abuses committed by all sides amidst the conflict in Ethiopia’s Tigray region. The rights groups sounded alarm over ongoing atrocities including rape, denial of humanitarian access, and ethnic cleansing of Tigrayans despite the formal end of hostilities. This comes as Ethiopia revealed the conclusion of the public consultations on transitional justice policy options which have been underway across the country since March 2023, paving a way for the formulation of the national transitional justice policy. The groups however, argued impartial investigations and reporting must not be delayed during the transitional justice process to ensure accountability for atrocities.

© 2021 Finbarr O’Reilly/The New York Times/ReduxTo Permanent Representatives of Member and Observer States of the United Nations Human Rights CouncilExcellencies,Ahead of the Human Rights Council’s 54th regular session (September 11- October 12, 2023), we, the undersigned civil society and human rights organizations, are writing to urge your delegation to ensure the Human Rights Council adopts a resolution that extends the mandate of the International Commission of Human Rights Experts on Ethiopia (“the Commission,” or ICHREE) for a further term of one year, until September 2024. In light of the ongoing dire human rights situation in Ethiopia, which requires the Human Rights Council’s continued attention, it is clear that now is not the time to change the Council’s approach and reduce independent investigations and evidence gathering work in the country. An August statement from the UN High Commissioner for Human Rights suggests that arrests, detentions, and displacement of Tigrayans in the Zone are continuing. The UN Office of the High Commissioner for Human Rights found that at least 183 people have been killed in fighting since July. While the Ethiopian government has accepted human rights monitoring activities by the Office of the UN High Commissioner for Human Rights and the Ethiopian Human Rights Commission, it is important that their findings also be publicly reported.

Addis Ababa (AFP) – Police in Ethiopia's war-scarred region of Tigray arrested and baton-charged opposition leaders and supporters ahead of planned demonstrations on Thursday, a protest organiser and a local journalist said. Hailu Kebede, a senior official in the Salsay Weyane Tigray (SaWeT) party, told AFP that security forces had "dispersed the demo with... beatings and arrests." The political challenge to the TPLF comes as the region emerges from a bloody two-year war between the party and Ethiopia's federal government. But the opposition has insisted that it does not need authorisation to hold a peaceful demonstration. Getachew Reda, the head of Tigray's interim government, told state media on Wednesday that opposition parties could not decide "the time...and place" of protests.

Around fifteen members of the opposition in Tigray were arrested on the eve of a planned demonstration against the “autocratic character” of the TPLF, the ruling party in this region of northern Ethiopia, which has just emerged from conflict, an opposition leader announced on Wednesday. The presidents were arrested along with party activists and employees as they called for demonstrations from vehicles equipped with loudspeakers, equipment which was confiscated, he said. “The TPLF does not want other voices to be heard (...) it does not want the international community to see an alternative” to the TPLF “in Tigray,” declared Mr. Hailu, assuring that “the demonstration will take place”. Hegemonic in Tigray, the TPLF (Tigray People's Liberation Front) also led the ruling coalition in Ethiopia for 27 years with an iron fist, until the arrival of Prime Minister Abiy Ahmed in 2018 at the head. Since a peace agreement in November 2022, the TPLF has renewed the region's interim administration (IRA).

NAIROBI, Kenya (AP) — Climate change is “relentlessly eating away” at Africa’s economic progress and it’s time to have a global conversation about a carbon tax on polluters, Kenya’s president declared Tuesday as the first Africa Climate Summit got underway. He and other leaders urged reforms to the global financial structures that have left African nations paying about five times more to borrow money than others, worsening the debt crisis for many. Africa has more than 30 of the world’s most indebted countries, Kenya’s Cabinet secretary for the environment, Soipan Tuya, said. Africa’s GDP should be revalued for its assets, which include the world’s second-largest rainforest and biodiversity, African Development Bank President Akinwumi Adesina said. “It is an African story, and I daresay it’s a global story, too.”___Follow AP’s coverage of the climate at https://apnews.com/climate-and-environment and of Africa at https://apnews.com/hub/africa
