DAKAR: The world’s poorest countries say they will insist that the UN’s upcoming climate talks push ahead with proposals for a fund to compensate vulnerable nations for climate-inflicted damage. In a statement issued late on Wednesday ahead of the November climate talks, they said that setting up a funding mechanism for loss and damage was of "crucial importance." Wealthy countries have previously promised billions of dollars to help poorer nations avert carbon emissions and build resilience against climate change. It wants the upcoming talks to establish a mechanism to provide funding. "Countries are being left to fend for themselves" in the face of climate damage, Senegalese Environment Minister Abdou Karim Sall told reporters.

In his petition, Ghazanfar had said that he had supplied canes to Shakarganj Sugar Mills worth Rs2.8 million, but the mill’s owner did not pay him the price. “Following that, I submitted an application to the cane commissioner,” he said, adding and when he did not get justice from the commissioner, he had to approach the LHC. “Disposing of the petition, the court, on June 30, 2022, had ordered Ghazanfar to decide my application,” he said, and added, “But the commissioner did not comply with the court order. Therefore contempt of court proceedings should be initiated against him.”

The action constitutes a blatant violation of the Geneva Convention and the UN resolutions on the Kashmir dispute. After the end of World War II, as a consequence of the initiative taken by the International Committee of Red Cross, the Diplomatic Conference for the Establishment of International Convention for Protection of Victims of War was held in Geneva which adopted the 4th Geneva Convention on 12 August 1949. In 1993, the United Nations Security Council adopted a report from the Secretary-General and a Commission of Experts which concluded that the Geneva Conventions had passed into the body of customary international law, thus making them binding even on non-signatories to the Conventions whenever they engage in armed conflicts. Through the foregoing actions, India has not only torn asunder the 4th Geneva Convention but has also pummeled the UN resolutions in regards to the plebiscite besides breaching international law with impunity. Those who cry hoarse from every convenient forum to pronounce their humanitarian credentials and adherence to international law, UN Charter, and UN Conventions, need to rattle their conscience.

The Central Development Working Party – the country’s project sanctioning authority –on Wednesday gave a go-ahead to the concept clearance proposal for the $1.5 billion loan under the BRACE programme (Building Resilience with Active Countercyclical Expenditures). ADB will provide a $1.25 billion loan out of its ordinary capital resource at an interest rate of Secured Overnight Financing Rate (SOFR) plus 0.75%, plus a surcharge. The $1.25 billion is being secured for seven years, which is also 18 years shorter than the standard loan tenure of ADB. The Planning Commission has objected to taking the $1.25 billion loan at a higher rate. One of the reasons behind the delay is said to be a coordinated move between the ADB and the World Bank for budget support lending to Pakistan.

Let me start by saying this isn’t making a case for Subban coming to the Leafs. Making room for Subban would likely mean not only moving Justin Holl, but one other defenseman to have a spot for PK in the lineup. He still has talents that can be marketed well above that range and he is likely trying to get his price. That’s why I’m not expecting to see Subban in Leafs blue this season. Not as ideal as getting signed when free agency opens, but perhaps better than sneaking in under the cap ceiling.
