Japan's estimated child population shrank for the 43rd consecutive year to renew its record low, government data showed Saturday, while Prime Minister Fumio Kishida's government scrambles to address the issue through "unprecedented" measures. The ratio of children to the overall population fell 0.2 percentage point to 11.3 percent, also the lowest since comparable data became available in 1950. According to U.N. data, Japan has the second lowest ratio of children among 37 nations with a population of at least 40 million, only behind South Korea with 11.2 percent. By age, 3.17 million children were in the 12 to 14 age group compared with 2.35 million in the 0 to 2 age group, indicating a continuing trend of fewer children being born. Japan's child population has fallen since 1982, having peaked in 1954 at 29.89 million, with a second baby boom observed between 1971 and 1974.

1NATO spy planes today launched a 24-hour air space surveillance over Libya, with British defence secretary Liam Fox hinting that a no-fly zone could be enforced without elimination of the North African nation's air defences. The surveillance was activated around noon today and came in the wake of Libyan air force fighters carrying out the heaviest bombing of rebel positions at Ras Lanuf in the east. As indications of a 'no fly zone' being enforced by US and NATO combine military action grew stronger, the British defence secretary said that a no-fly zone over Libya was possible without hitting at Libyan air force bases and air defence systems. This contrasted with comments by US defence secretary Robert Gates. According to Fox a no-fly zone like the one enforced over Iraq between 1991-2003, could also be imposed over Libya.

Kawczynski asked Rutley ‘‘what assessment his Department has made of the implications for its policies of levels of corruption in Libya’s (a) oil industry and (b) national oil bodies. On 2 May David Rutley answered: ‘‘The National Oil Corporation (NOC) is an important institution in Libya with a vital role to play. The UK is therefore supportive of any efforts to investigate corruption and impropriety in the NOC and advocates greater transparency on revenue expenditure. The UK is clear that it will investigate any relevant allegations of corruption falling under the Bribery Act 2010.

The Misrata forces have rejected the new House of Representatives, where liberals and lawmakers campaigning for a federalist system have made a strong showing. The parliament has declared Operation Dawn as well as militant Islamists like the Ansar al-Sharia as "terrorist groups". Haftar launched a campaign against Islamists in the eastern city of Benghazi in May and threw his weight behind the Zintan fighters. Misrata forces have blamed the air strikes on Egypt and the United Arab Emirates, two countries which have cracked down on Islamists.

Carla Bruni-Sarkozy, the wife of former French President Nicolas Sarkozy, has been questioned as a suspect in a witness-tampering case against her husband, according to local media reports Thursday. The 56-year-old supermodel was questioned as a witness in the case last year but is now considered a suspect, according to Le Monde. The witness tampering case is linked to allegations that her husband accepted money from Muammar Gaddafi, the late Libyan autocrat, to help finance an election campaign. Michèle Marchand—an influential figure in the French media dubbed the “paparazzi queen”—was charged with witness tampering in 2021. According to Le Monde, an investigation found that Bruni-Sarkozy deleted all messages she’d exchanged with Marchand on the day that Marchand was charged.

The project aims to develop 2.7 trillion cubic feet of gas reserves in the NC-7 block of the Ghadames basin. Development of the field was included in the 2024 annual budget of LD90bn ($18.5bn), excluding an item for development projects, which the Benghazi-based government of Osama Hamad unanimously approved. On 15 December 2023, the Tripoli-based Ministry of Oil & Gas issued a statement condemning the terms of the planned gas development contract between Libya’s state-owned National Oil Corporation (NOC) and the consortium led by Eni. In the statement, the Ministry of Oil & Gas described the deal as a “violation of Libyan legislation on oil contracts”. Bengdara also confirmed plans to launch an oil and gas licensing round at the end of 2024 or early 2025.

The General Electricity Company of Libya (GECOL) announced yesterday that Korea’s Hyundai had resumed work on the Tripoli West 1,400 MW Steam Power Station project. At a ceremony yesterday, GECOL’s Chairman, Mohamed Al-Mashay, inaugurated the resumption of work on the project, in the presence of the Minister Counsellor of the Embassy of the Republic of South Korea, the Tripoli West Steam Station Project Manager of the Korean Hyundai Company, the directors of the company’s general departments, and several of those concerned in the field of energy. Will contribute to stability of electrical networkGECOL noted that the addition of this project will make a notable contribution to the stability of the electrical network throughout the country upon completion of its implementation. The power plant consists of 4 units with a total production capacity of 1,400 megawatts that will enter the network ‘‘as soon as it is ready’’, it added. Strategic projects aim to attain sustainable rotating generation reserveFor his part, the Chairman of the Company’s Board of Directors stressed his keenness to increase the reliability of the components of the public electrical network by increasing new generating units as part of a package of strategic projects that aim to reach a rotating reserve that exceeds demand, and thus sustains the electrical supply to citizens.

The Minister of the Interior said this today, Matteo Piantedosi, at the opening of the meeting held at the Interior Ministry with his counterparts Brahim Merad (Algeria), Imad Trabelsi (Libya), Kamel Fekih (Tunisia). Also present at the meeting was the Deputy Minister of Foreign Affairs, Edmund Cirielli, responsible for Italian development cooperation strategies. At the opening of the meeting, the head of the Interior Ministry thanked the ministers for "the excellent and continuous collaboration already in place", reports a note from the Ministry of the Interior. “When migrants arrive on the North African coast ready to embark – continued Minister Piantedosi – we have all already compromised our ability to prevent irregular flows of migrants. The meeting also aims "to unify visions and adopt a global approach to combat the phenomenon of illegal migration".

The Central Bank of Libya (CBL) announced the beginning of "Article IV" consultations for 2024 with the International Monetary Fund (IMF), on Wednesday morning, at the IMF's headquarters in Washington D.C. The CBL said on its Facebook page that consultations with the IMF would continue for ten days to evaluate the general economic and financial situation and the policies and measures taken in Libya in 2023. The CBL explained that these consultations would be joined by specialized technical teams representing the ministries of Finance, Economy and Trade, Planning, Labor and Rehabilitation, and the teams of the Audit Bureau and the National Oil Corporation. The Central Bank indicated that the "Article IV" consultations with the IMF come after the success of last year, and following the consultative meetings of Governor Al-Siddiq Al-Kabir and his accompanying team with the IMF team, which took place on the sidelines of the annual meetings of the IMF and the World Bank in mid-April.
