THE HAGUE, Netherlands (AP) — South Africa urged the United Nations’ top court on Thursday to order a cease-fire in Gaza during hearings over emergency measures to halt Israel’s military operation in the enclave’s southern city of Rafah. The court has already found that there is a “real and imminent risk” to the Palestinian people in Gaza by Israel’s military operations. South Africa argues that the military operation has far surpassed justified self-defense. South Africa has to date submitted four requests for the international court to investigate Israel. South Africa initiated proceedings in December 2023 and sees the legal campaign as rooted in issues central to its identity.

Germany’s GIZ (Libya) announced yesterday that 16 talented Libyan medical doctors recently completed a Master Training Programme. Through this initiative, GIZ Libya in partnership with the UK-based organisation Primary Care International, enhanced the Libyan doctors´ facilitation skills. The goal of this training, kt explained, is to improve the quality of in-service training for primary healthcare professionals. GIZ said the Ministry of Health’s Primary Health Care Institute of Libya (PHCI), initiated the Master Training Programme and highlighted that this transformative training is vital to elevate the quality of services provided at Primary Health Care Centres. This project is supported by the ‘Improving Primary Health Care Provision in Libya’ project implemented by GIZ in cooperation with the Libyan Health Ministry and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).

The European Union Border Assistance Mission in Libya (EUBAM) announced today that its Sub-Working Group with Libyan counterparts on Land Border has been officially launched. The Libyan delegation, consisting of students Taha Ragas and Amr Eshkal, made a remarkable participation in the HASALMUN United Nations simulation conference, held at Nisantasi University in Istanbul, Turkey, from May 10th to 12th. Haftar commands the Libyan Arab Armed Forces, also known as the Libyan National Army. Although multiple armed groups serve under its banner, many operate under their own command structures and engage in their own raids and patrols across eastern Libya. “In today’s Libya, armed groups are the only entities capable of projecting power and maintaining territorial control,” Jalel Harchaoui, an associate fellow at the UK-based Royal United Services Institute, told Arab News. Armed groups in Libya are often accused by the UN and human rights groups of committing war crimes with impunity. “Once corruption is addressed, further steps can be considered.”There are, however, multiple factors behind the Libyan military’s inability to rein in the country’s many armed groups.
