The Energy Committee of the House of Representatives has cautioned against any step that could obstruct the work of the National Oil Corporation (NOC) and called for keeping the state-owned oil company away from the ongoing political strife and conflicts. The committee’s warning comes few days after outgoing prime minister Abdul Hamid Dbeibah and his oil minister Mohamed Aoun publicly discussed the possibility of changing NOC’s board of directors during a cabinet meeting. According to the committee, such a step would disturb the flow of oil and its production, and could harm the public interests, especially in light of the political division. The committee also underscored that it would not recognize any “hasty decisions” in this regard. It called on the NOC to take the necessary measures to transfer its headquarters to Benghazi.

CAIRO - 26 June 2022: Egypt's exports of building insulation materials rose by about 38% to a record $18 million in the first four months of 2022 compared to $13 million during the same period last year. According to the monthly report of the Export Council for Building Materials, Refractory and Metallurgy Industries which was issued on Friday, Egypt's production of the insulation materials is being exported to about 55 countries. Nearly 57% of Egypt's exports of these materials are exported to five countries; Nigeria, Libya, India, Vietnam, and Kenya, the report noted. Egypt's exports of building materials rose in the first four months of 2022 by about 36 percent to a record 2.558 billion dollars compared to 1.883 billion dollars in the same period last year. The UAE came at the top of importers with its imports standing at 456 million dollars in the first four months of 2022.

The U.N. Security Council is scheduled to convene a meeting on Monday, June 27th, to discuss the situation in Libya. According to the council’s agenda published on the U.N. website, member states will hold closed-door consultations regarding the U.N. Support Mission in Libya (UNSMIL), which remains without a chief due to reported differences between Russia and western powers.

Now, according to a report from Adam Schefter, Watson’s hearing in front of that arbitrator, Sue Robinson, will begin this Tuesday:Deshaun Watson’s hearing before the NFL and the NFL Players Association’s jointly appointed disciplinary officer, Sue L. Robinson, is scheduled to begin Tuesday, league sources told ESPN. If Robinson rules that Watson did not violate the league’s policies, the matter is dismissed. If Robinson rules he did violate the league’s policies, Watson and the league have the right to appeal whatever punishment she decides. All sides are hoping for a conclusion sooner rather than later with Tuesday’s hearing starting the process toward closure.

Even before that, HoR elected Fathi Bashaga as new Prime Minister after stripping Dbeibeh of parliamentary confidence in September 2021. This brought back the divisions of 2014, as Libya today, like then, has two separate administrations. Since the 2011 war in Libya, not a single UN mediation initiative has had any plan B to solve any unanticipated shortcomings. It was repeated in the first major political agreement between different factions in the 2015 Libyan Political Agreement and, again, in the 2021 agreement described as a “historic moment” by the UN.

The Libyan Prime Minister, Abdul Hamid Dbeibah, and the Prime Minister-designate who is appointed by the House of Representatives, Fathi Bashagha, have both welcomed the joint statement by the US, UK, France, Germany and Italy on Libya. Dbeibah said the statement gave a clear answer on the continuation of work of the Libyan parties based on the political agreement's outcomes, hailing the statement as being in line with his position that rejects violence and seizing power by force or creating parallel bodies. He also welcomed the statement's similarity to the UN's stance that concluded that the Libyan parties should continue to work as per the political agreement which focuses on holding parliamentary and presidential elections. He reiterated his commitment to the policy of transparency on government expenditure. Meanwhile, Bashagha said the joint statement came in support of his government, especially the call for a unified government that is capable of governing Libya and holding elections across the country.

Prime Minister-designate, Fathi Bashagha, welcomed on Saturday a joint statement by France, Germany, Italy, the United Kingdom, and the United States, “especially the call for a unified Libyan government able to govern and deliver elections across the country,” according to the premier. In the joint statement, the five western powers emphasized “the need for a unified Libyan government” but at the same time they “firmly reject actions that could lead to violence or to greater divisions in Libya, such as the creation of parallel institutions”. Last February, Bashagha was selected by the House of Representatives with support from members of the High Council of State to lead the country as interim premier, replacing Abdul Hamid Dbeibeh whose government failed to organize elections in 2021. Dbeibeh, who refused to relinquish power, remains recognized as the country’s legitimate leader by the international community while Bashagha’s government is seen as a parallel body. However, Bashagha interpreted the western powers’ call for “a unified Libyan government” as a support for his own.

Tripoli [Libya], June 25 (ANI/Xinhua): Political instability will likely persist in Libya as a United Nations-backed transitional phase, outlined in a roadmap for the North African country in 2020, has expired this week, Libyan analysts say. The United Nations Support Mission in Libya (UNSMIL) facilitated the first round Libyan Political Dialogue Forum (LPDF) in November 2020 in Tunis. The 75 participants in the LPDF, representing all spectrum of Libyan society, agreed on a political roadmap for the country. To resolve the impasse, there needs to be an international agreement on a solution or new roadmap, said Tripoli-based political analyst Imad Jalloul. France, Germany, Italy, the United Kingdom, and the United States has welcomed “the progress made in the talks between the Joint Committee of the House of Representatives (HoR) and High Council of State (HCS) in Cairo facilitated by the United Nations Support Mission in Libya (UNSMIL),” according to the US Department of State. “We welcome the degree of consensus reached so far towards agreement and appreciate the work of Special Adviser to the UN Secretary General Stephanie Williams and UNSMIL,” the Department said in a statement. They also urged the Libyan political leaders “to engage constructively in negotiations, including through the good offices of UNSMIL, to unlock the executive impasse and agree on a pathway to elections. “We continue to expect the full implementation of the 23 October 2020 ceasefire agreement. Violence, incitement to violence, and hate speech are inexcusable and unacceptable,” it added.

Prime Minister Robert Abela told European leaders that the EU must address the sustainability and impact of sanctions against Russia while attending several EU-level meetings in Brussels this week. At a European Council meeting, EU leaders agreed to grant Ukraine and Moldova candidate status on a number of conditions after they applied for membership into the bloc. Leaders also agreed to grant Georgia this status as soon as it meets certain criteria listed by the European Commission. European leaders also held a meeting with heads of states in the Western Balkans on Thursday. European leaders went on to discuss the energy sector.

Member of the Tripoli-based High Council of State, Belgasim Qziet, said the Libyan government headed by Fathi Bashagha has begun actually moving on international level. Qziet added in press statements that Russia and Britain are among the great and important countries in the Libyan file. HCS member explained that the importance of this move now is that it came with the end of the mandate of Abdul Hamid Dbeibeh’s government. He concluded that undermining Dbeibeh’s government or replacing it with the Bashagha’s government is a real and existing opportunity.
