United Nations, Jun 28 (PTI) India has said it is regrettable that there is still no agreement on the Constitutional basis for holding elections in Libya, saying that the priority right now is to ensure that elections are held at the earliest in a free, fair, inclusive, and credible manner. “It is also regrettable that there is still no agreement on the Constitutional basis for holding elections,” he said adding that India notes that the Speaker of the House of Representatives Aguila Saleh and President of the High Council of State Khaled Al-Mishri is scheduled to meet at the UN Office at Geneva on 28-29 June to discuss the draft constitutional framework for holding elections. In this regard, we once again reiterate the importance of holding the Presidential and Parliamentary elections at the earliest. It has been about half a year since the missed milestone for holding elections as decided by Libyans themselves. It is important for the Security Council and the international community to support the Libyan people as they prepare for the elections.

The lack of security women are experiencing is one of the biggest issues impeding women's participation in politics, preventing gender equality and marginalizing their future engagement. She also called upon the Council and the wider international community to hold true to the spirit and the letter of the Berlin Process, the relevant Security Council resolutions and the conclusions stemming from subsequent regional and international meetings on Libya towards realizing a peaceful, stable and prosperous Libya. Stressing the need to implement Security Council resolutions related to the withdrawal of forces, foreign fighters and mercenaries from Libya in a simultaneous, phased, gradual, and balanced manner, he noted that security vacuums must not be exploited by extremist and terrorist groups that are waiting for any opportunity to expand and extend their control in Libya. He called on the Security Council to ask the United Nations to support the electoral process and send teams to that end.

The Tripoli-based Defense Ministry, led by outgoing prime minister Abdul Hamid Dbeibeh, denied on Sunday reports which claimed the country’s border points with Tunisia have been modified. Director of the Office of the Defense Minister of Defense, Jibril Muftah Al-Shtiwi, met yesterday Chairman of the Land and Maritime Border Committee, Muhammad Al-Hashimi Al-Hariri, to discuss the alleged reports, according to a statement by the ministry. Both officials affirmed thatthe borders between the two countries are “defined by clear coordinates and approved on the basis of an agreement dating back to 1910”. The ministry’s statement came in response to the Security Directorate of Sahel Al-Gharbi, which had reported a “partial diversion” of the border marker in the Saniyat Al-Ahmar area. According to the directorate, this area, which is a Libyan territory, was annexed to the Tunisia by placing border marker at a distance of about 150 meters to the east and about 6 km to the south.

Libya's state oil company said it may suspend exports from the Gulf of Sirte, which contains many of the OPEC member's main ports, in the next three days amid a worsening political crisis, Bloomberg reports. The Gulf of Sirte includes the exports terminals of Es Sider, Ras Lanuf, Brega and Zueitina. Libya's production has slumped since mid-April from 1.2 million barrels a day, further tightening the global oil market. Libya’s outgoing prime minister, Abdul Hamid Dbeibeh, suspended the board of directors of the state-owned General Electricity Company of Libya (GECOL) over the country’s electricity crisis, Dbeibeh’s government announced on Sunday. The GECOL board, led by Wiam Al-Abdali, will be subjected to an investigation over failure to address the crisis, which led to long hours of blackouts across Libya. The investigation committee, which includes two ministers of Dbeibeh’s government, will look into GECOL’s use of funds allocated to address the electricity crisis since 2021 in light of failure to achieve corresponding results. The committee will also investigate GECOL’s failure to complete contractual procedures for periodic maintenance projects.

The Libyan National Oil Company (NOC) on Monday warned to declare a "force majeure" on its facilities in the northern Gulf of Sirte within 72 hours, as it is unable to meet its contractual obligations due to their forced closure. Invoking a "state of force majeure" allows the company to be released from its contractual obligations while exonerating it from any responsibility for its non-performance. Despite the country's oil wealth, Libyans face a dozen hours of power cuts a day, while the temperature hovers around 40 degrees. The National Electricity Company (Gecol) lamented a "loss of about 1,000 megawatts" due to a disruption in gas supply caused by the blockades, Tripoli government representative Mohamed Hamouda said Sunday. Mr Dbeibah has "temporarily suspended" the Gecol board pending an "administrative investigation".

A force of the Libyan National Army (LNA) reportedly shut down a conference in the country’s southern region of Fezzan on Monday after the participants called for self-governance in the region. Hosted by a group of civil society organizations based in the southern region, the conference took place at the Qamar Desert Resort in the municipality of Al-Ghurayfa, near Ubari, about 700 kilometers south of the capital Tripoli. According to multiple Libyan press reports, LNA initially authorized the event whose declared agenda focused on support for organizing national elections. However, the army decided to shut it down over the participants’ demand for self-governance in Fezzan. Citing an unnamed source, Libyan news website Bawabat Al-Wasat reported the participants’ demand was intended as a call for political autonomy but not separation from the state.

CAIRO – 27 June 2022: The Sudanese Ministry of Foreign Affairs announced Monday that it is calling back its ambassador to Ethiopia over the latter's "public execution" of seven Sudanese soldiers and a civilian that it had kidnapped on June 22, 2022. The Sudanese foreign ministry further revealed that the bodies had been disfigured, and that a complaint had been submitted to the United Nations Security Council (UNSC) among other international and regional organizations. In May 2021, the Sudanese and Ethiopian armies engaged Wednesday in military clash using heavy weapons in Bashenda border area. In February of the same year, the Sudanese Ministry of Foreign Affairs stated that Sudan did not accept any mediation in the then ongoing conflict with Ethiopia over borders at that stage. Further, the ministry added that if Ethiopia thinks it has rights in Al Fashaqa, it can resort to law.
