Death of 13-yr-old due to amoebic meningoencephalitis, says report
KOZHIKODE : Amoebic meningoencephalitis, a rare disease, has claimed one more life in the state. A 13-year-old girl who died while undergoing treatment at a private hospital in Kozhikode was confirmed with the disease. The disease was confirmed in the test report made available on June 25. Dakshina, initially admitted to a private hospital in Chala, for headaches and vomiting was later transferred to a private hospital in Kozhikode when her condition worsened. Once inside, these amoebae can cause severe inflammation of the brain and its surrounding tissues, leading to neurological symptoms and, in severe cases, death.

Stanley Lifestyles IPO subscribed 97 times
The initial public offering of the Bengaluru-based Stanley Lifestyles was subscribed 96.98 times, thanks mainly to qualified institutional buyers and non-institutional investors (HNIs). Against the offer size of 1.02 crore shares (net off anchor portion), the IPO received bids for 99.32 crore shares. Stanley Lifestyle is a manufacturer and retailer of furniture specialising in the super-premium segment under the “Stanley” brand name. Anchor investorsThe portion reserved for HNIs was subscribed over 119.52 times, while that of retail investors by 19.21 times. However, QIB portion, which remained undersubscribed on the first two days, witnessed heavy bidding on the last day, taking the subscription to 222.10 times.

The need to empower the third tier
The purpose of this article is to drive home the great need to create institutions of self-government and local democracy, as mandated by two constitutional amendments—one for panchayats (73rd) and the other for municipalities (74th)—initiated as part of the momentous decentralisation reforms. I wish to raise some issues relating to the third tier of government and the terms of reference for the 16th Finance Commission. The task of panchayats to plan for economic development and social justice and innumerable other building blocks of a local democracy are unique and challenging. A critical question to ask is why panchayats do not function as ‘institutions of self-government’, but work as agents for the Union and state governments. Panchayati Raj Institutions are still not an integral component of the federal fiscal system.
