CAIRO (UrduPoint News / Sputnik - 16th July, 2022) The new head of Libya's National Oil Corporation (NOC), Farhat Bengdara, appointed by the government in Tripoli, announced the removal of force majeure from all fields and oil ports. "The National Oil Corporation announces the cancellation of force majeure and the complete cessation of the closure of all Libyan fields and ports, from today, July 15," Bengdara said during a press conference in Benghazi. Libya's Government of National Unity announced on Thursday that it had changed the head of the NOC, but the former leadership said the transfer of power had been carried out at gunpoint. The NOC announced in April that it was suspending operations at the large El Sharara and El Fil fields. Force majeure was also in effect from April to July 13 in the oil ports of Brega and Zueitina.

Mustafa Sanalla, the veteran head of Libya’s state-owned National Oil Corporation (NOC), has been sacked by the Tripoli-based Government of National Unity (GNU). The Tripoli-based GNU has been agitating for Sanalla’s removal for some years but, until now, it has never been able to follow through due to the support for the long-serving NOC chairman had from Libya’s opposing legislative bodies, as well as foreign powers such as the US.

MANILA, Philippines (AP) — Foreign peacekeepers credited with helping ease years of bloody fighting between government forces and Muslim rebels have left the southern Philippines after officials decided to end their presence, but talks are underway to allow their possible return, officials and the rebels said Friday. It remains to be seen whether new President Ferdinand Marcos Jr. will authorize the return of the peacekeepers. The last contingent of more than 20 peacekeepers left the south two weeks ago. In the past, deadly clashes wrought extensive damage to entire towns in the south and displaced tens of thousands of people. More than 12,000 Muslim rebels have been “decommissioned” and laid down about 2,000 firearms and other weapons so far.

The Western Nigeria Security Network, Amotekun, in Ekiti State has paraded four persons for trafficking two minors to Libya. The suspects are Mrs Dorcas Adefowoke, Mrs Oyetunji Ebunoluwa, Miss Adefowoke Toyin and Okikiola Omodan. Two of the suspects are prophetesses who confessed to have gathered more than 30 persons in preparation for trafficking mission before their arrest. The suspects were later handed over to the National Agency for the Prohibition of Trafficking in Persons (NAPTIP). Komolafe assured of the readiness of the command to work with various security agencies in the state to fight crime.

But while Dbeibah’s gambit may result in a quick resumption of Libyan oil exports, it could also create long-term supply and corporate compliance risks by further enabling Hifter to politicize those exports. Dbeibah, who is the internationally-recognized leader of the country, removed the entire board of NOC, including its powerful chairman Mustafa Sanalla, in a July 7 decree that was not publicly confirmed until the oil ministry published the decree on July 12. On July 13, Sanalla made a statement from NOC’s headquarters criticizing the decision and Dbeibah for making the move against him while he was out of the country performing the hajj.

A new chief took office at Libya’s National Oil Corporation on Thursday in place of veteran technocrat Mustafa Sanalla, prompting the United States to warn against any “armed confrontation” over the vital sector. Dbeibah appointed former central banker Farhat Bengdara to replace Sanalla as NOC head, in a decree made public on Wednesday. “The oil sector has fallen prey to political struggles, but we will work to prevent political interference in the sector,” he added. – ‘Vital’ to stability –The dispute comes three months into a blockade of key eastern oil facilities which has slashed Libya’s output, even as global oil markets are rattled by the war in Ukraine. The US embassy said it was following the developments “with deep concern”, saying the NOC was “vital” to Libya’s “stability and prosperity”.

However, Bengdara held a news conference at NOC headquarters soon afterwards and a Reuters photographer said the situation there seemed calm. Two NOC affiliates – Al Waha Oil Co and Arabian Gulf Oil Co – tweeted support for the new NOC board before Al Waha swiftly deleted its message. It is not clear how the tussle over NOC leadership will affect a blockade now under way by groups aligned with eastern commander Khalifa Haftar that has cut output by 850,000 bpd. The other legislative body, the Tripoli-based High State Council, called on Dbeibah to revoke the decision to install a new NOC head.

An armed, masked group said to be affiliated with and acting on orders of the Libyan Government of National Unity (GNU) has stormed the National Oil Company (NOC) in an attempt to force long-time head Mustafa Sanella out and install a new board. Following the raid on Thursday morning, Sanalla addressed the public on national television, saying that Dbeibah’s government lacks legitimacy. Dbeibah and the Libyan Oil MInistry have attempted in the past to remove Sanalla from the NOC. “As an employee in the national oil and gas sector for more than twenty years, and of my own volition, I reject this assignment. In the critical circumstances that, not only the country, but the oil sector in particular are going through, we are in dire need of preserving the unity and cohesion of the national oil sector, and adhering to the neutral, professional technical role played by the National Oil Corporation and its current management in good standing, despite the storms that it has weathered,” he added.
