TRIPOLI, July 14 (MENA) - Prime Minister-designate Fathi Pashagha stressed that enhancing relations with main international allies is one of the main points included in the roadmap drawn for Libya's recovery. Pashagha tweeted that his participation in the British parliament session yesterday aimed at enhancing relations with international allies. He said the UK fought side by side to Libya against Daesh, adding that he met with members of the British parliament committee for foreign affairs to shed light on Libya's sacrifices to achieve security.

TRIPOLI, July 13 (MENA) - US Special Envoy and Ambassador to Libya Richard Norland discussed with Chairperson of the African Union (AU) Commission Moussa Faki ways of supporting the AU's role in attaining reconciliation in Libya. On his Twitter account, Norland said that he is delighted to hold a meeting with the chairperson of the AU Commission in Addis Ababa to discuss the AU's crucial role in supporting reconciliation, security and stability in Libya. The talks also tackled ongoing efforts to appoint a new UN special representative in Libya, he added.

The head of Libya's National Oil Corporation (NOC), Mustafa Sanalla, has rejected the decision to dismiss him issued by Prime Minister Abdel Hamid Dbeibeh. The head of the NOC accused Dbeibeh of colluding with the UAE and making deals with the government in Abu Dhabi. "The Government of National Unity received more than 165 billion Libyan dinars from the NOC; where did it go? This is an institution for the Libyan people and not for the Dbeibeh family, and you do not have the ability to control the oil corporation. Earlier today, however, Dbeibeh decided to form a committee to complete the handover process between the Board of Directors of the National Oil Corporation formed under the chairmanship of Farhat Bin Qadara.

The newly assigned Chairman of the Libyan National Oil Corporation (NOC), Farhat Bengdara, has announced in a press conference the official assumption of his duties, replacing Mustafa Sanalla, who led NOC for about eight years. “I thank the Government of National Unity (GNU) for assigning a new board of directors for the Corporation, which will provide an integrated environment to lead this sector towards success,” Bengdara said. “Our priority will be to focus on activating governance systems and complying with the oil law,” he pointed. “It is necessary for Libya to restore its oil and gas export capacity, and this will be as soon as possible,” the new Chair added.

CAIRO (AP) — The U.S. Embassy in Libya voiced concern on Thursday over the struggle for control of Libya’s oil corporation after its chairman was sacked by one of Libya’s two rival governments. The NOC statement said it would hold Dbeibah responsible for any attempt to disrupt their work. The country’s prized light crude has long been a feature of Libya’s civil war, with rival militias and foreign powers jostling for control of Africa’s largest oil reserves. In recent months, tribal leaders have shut down crucial oil facilities, including the country’s largest oil field in the south. Libya’s lawmakers insist that Dbeibah’s mandate expired last year after his failure to hold general elections in December as dictated by a UN-brokered roadmap.

Indiana’s permitless carry law went into effect July 1, under which people in the state no longer need a permit to carry a handgun in Indiana. The same people prohibited from carrying a handgun under the old permit system, including those with felonies, are still prohibited from carrying a handgun, and it is now up to Hoosiers to know if they are allowed to carry. Energy Committee of the Libyan Parliament affirmed neutrality of the oil sector and stability of the National Oil Corporation (NOC) represented in the Board of Directors, which represents all workers in the oil sector in Libya. The Committee considered all attempts made by outgoing Government of National Unity (GNU) nothing but suspicious political deals to shuffle papers and to aggravate political and economic situation of the Libyan state at the expense of the Libyan people’s source of income, and that it only leads to division of the most vital sector and the only source of financing for the Libyan state and its people. The Committee stressed the legitimacy of the current NOC Board of Directors, headed by Mustafa Sanalla, confirming that the decrees of GNU Prime Minister, Abdul Hamid Dbeibeh, are not legitimate as being issued by a non-qualified party. This came as GNU issued a decree to dismiss NOC Board of Directors, headed by Mustafa Sanalla, and formed a new board headed by Farhat bin Qadara. Sanalla rejected the dismissal decree and said NOC is “protected by international law” and is not affiliated with the outgoing GNU.

Misrata’s Joint Security Chamber forces have surrounded the Tripoli headquarters of the National Oil Corporation (NOC) today. The Joint Security Chamber is loyal to incumbent caretaker prime minister Abd Alahimd Aldabaiba. In it, he made several controversial accusations against Aldabaiba, his oil minister Mohamed Aoun, the new NOC chairman Farhat Bengdara and the UAE. It is not clear if the Joint Security Chamber are there to forcibly eject Sanalla. In a statement on the presence of the Joint Security Chamber at its perimeter, the NOC said it holds the Aldabaiba government and Bengdara responsible for any illegal actions against the NOC or its personnel.

Sanalla and GNU Oil Minister Mohamed Oun have feuded for months and the ministry said on Thursday that it confirmed the decision to appoint a new board, which it would supervise.

In a furious televised speech, Mustafa Sanalla said Prime Minister Abdulhamid al-Dbeibah's mandate to govern had expired and warned him not to touch NOC. Libya's messy political situation has already removed 850,000 barrels per day from the market this year through a blockade by eastern factions, underlining the risks to already constricted global energy supply. Sanalla accused the United Arab Emirates, which previously backed eastern forces during the civil war, of being behind a series of Libyan oil blockades and his sacking. Control over Libya's oil revenues through NOC and the central bank has been the biggest prize for warring factions since the 2011 NATO-backed uprising that began years of chaos. Arguments over which government should access oil revenue have drawn in both the NOC and the central bank.
