Libya clashes kill 23, spark fears of new war
In an updated toll, the health ministry in Tripoli said 23 people had been killed and 140 wounded in the fighting. Six hospitals were hit and ambulances were unable to reach areas affected by the clashes, the ministry had said earlier, condemning "war crimes". The UN's Libya mission called for "an immediate cessation of hostilities", citing "ongoing armed clashes including indiscriminate medium and heavy shelling in civilian-populated neighbourhoods". In July, clashes between rival groups in Tripoli left 16 people dead, including a child. It was the deadliest violence to hit the Libyan capital since Haftar's ill-fated attempt to seize it by force in 2019 and 2020.

Libya On The Brink Of Conflict Despite Rising Oil Output
The European Commission is targeting 80% gas storage capacity bloc-wide by October 1st. Italy also says its natural gas storage is 80% full and should hit 90% by October, while the country has reduced dependence on Russian gas by half. European industry is taking a hit in cases where it can’t switch from natural gas to oil. Norway’s Yara cannot absorb the soaring natural gas prices and has announced it will further cut its ammonia capacity to around one-third. Germany’s sugar industry, on the other hand, has managed a switch from natural gas to oil.

Libya Braces for Bloody Clashes between Militias Loyal to Dbeibah, Bashagha
(AFP)Cairo - Khaled MahmoudThe Libyan capital Tripoli is bracing itself for bloody clashes between militias loyal to the interim Government of National Unity (GNU), headed by Abdulhamid al-Dbeibah, and militias loyal to the government of “stability,” headed by Fathi Bashagha. Militias loyal to the rival governments have declared mobilization and have continued to amass their forces for a new round of fighting. Bashagha had recently called on Dbeibah to step down and clear the way for his government to prevent any bloodshed. In Tripoli, Dbeibah was installed last year through a UN-backed process to head the GNU and oversee an election that was scheduled to be held last December. After the election process collapsed with rival factions refusing to agree on the rules, the eastern-based parliament said Dbeibah's term had expired and it appointed Bashagha to lead a new government.

Libya's Bashagha demands PM Dbeibah to hand over power 'peacefully'
The Libyan Prime Minister-designate of the eastern-based Parliament, Fathi Bashagha, called Wednesday on the Tripoli-based Prime Minister, Abdulhamid Dbeibah, to peacefully hand over power, Anadolu News Agency reported. In a letter seen by the Anadolu correspondent, Bashagha called on Dbeibah to "resort to peace and avoid war". For his part, Dbeibah rejected Bashagha's call and said in a Facebook post, "To the former Minister of Interior (Bashagha), spare yourself from sending repeated messages and threats to ignite war and target civilians." Dbeibah added that, if Bashagha was keen to preserve the lives of Libyans, he should resort to elections instead of "military coups". However, in March, the eastern-based Parliament appointed Bashagha as Prime Minister, a move rejected by Dbeibah, who insists on handing over power to a democratically elected government.

Addressing a cabinet meeting, Dabaiba called on the Speaker of the House of Representatives and Head of the High Council of State to issue a constitutional rule that leads to elections. He also blasted the recurrent disagreements that disrupt his government's mission as politically-oriented and seeking to disrupt services provided for citizens. Elections were scheduled to be held on December 24, 2021, but they were postponed to a later date.

Godwin risked everything for a better life in Europe, but he was detained and ransomed in Libya by European Union-backed authorities accused of "extreme abuse" against captured migrants. Godwin said he was so reluctant to avoid going back to Libya that he considered throwing himself into the sea. Dbeibah asks Saleh and Al-Mishri to approve constitutional basis for Libya elections
The Libyan Prime Minister, Abdul Hamid Dbeibah, called on Thursday on the Head of the High Council of State (HCS) Khalid Al-Mishri, and Speaker of the House of Representatives (HoR) Aqila Saleh to "release Libyans" by approving a constitutional basis for elections. "The Government of National Unity (GNU) and its continuity is the only guarantor to pressure parties to go to elections because otherwise, they would continue to extend for themselves. We deny the rumors of government and administrative division as all state institutions and municipalities are working under the GNU. Meanwhile, the Deputy Prime Minister, Huseein Al-Gotrani, said the Government of National Unity is under pressure and hoped that Libya wouldn’t be dragged into bloodshed. Al-Gotrani reiterated that the GNU has never had the intention to plunge Libya into fighting, but rather it has always pushed for holding elections.

Broad government meeting to discuss medical supplies
The Government of National Unity has convened a broad meeting with regulatory institutions to discuss three files related to the provision of medicine and meeting the medical supply needs of the country’s health facilities. The meeting was attended by Prime Minister of the Government of National Unity, Abdel Hamid Dbeibah, his deputy, Acting Minister of Health, Ramadan Abu Janah, and several officials representing national agencies, programmes and major hospitals. The governor of the Central Bank of Libya, and the heads of the Audit Bureau, Administrative Control Bureau, the Internal Security Agency and the Municipal Guard have also attended the meeting. They reviewed the outcomes of the technical committee, comprising specialists from the Ministry of Health and Internal Security Agency. Dbeibeh “on the lookout” for any tampering with Tripoli security

Africa Command has confirmed that a U.S. Air Force Remote Piloted Aircraft (RPA) crashed in the vicinity of Benghazi, Libya. Only the United States is known to operate the Extended Range Reaper. The USAF Reaper drones from Sigonella have been used over Libya for years. In 2019, a USAF Reaper was shot down by Russian-made air defense systems operated by the LNA.
