Add to these the town- region- district- and tribe-based militias, and you get the perfect recipe for chaos. To complicate matters further, many militias received material support from Arab and foreign states, who found in them convenient tools for implementing their own agendas. Today the militias are blighting Libya, robbing it of its wealth and future and standing in the way of any meaningful path to democracy. After the downfall of the Gaddafi regime in October 2011, Assem stayed in Libya and started several businesses, and was involved in the 9th of November movement whose leaders were kidnapped, threatened or exiled for insisting on elections.

The United Nations Human Right Council has extended the mandate of the fact-finding mission on Libya during its 50th session on Friday. The council adopted, without a vote, a resolution on technical assistance and capacity building to improve human rights in Libya. This resolution stipulates the extension of the fact-finding mission for “a final, non-extendable period of nine months to present its concluding recommendations,” according to the Office of the U.N. High Commissioner for Human Rights (OHCHR). The Netherlands, which is part of Libya’s Human Rights Working Group, welcomed the renewal of the fact-finding mission and commended the Libyan authorities for “their cooperation with the Mission.”“The FFM’s work is indispensable for the road to lasting peace, justice and accountability for Libya,” stated the Dutch Mission in the U.N. via Twitter.

Outgoing Prime Minister, Abdul Hamid Dbeibeh, held a meeting on Wednesday with top officials of the state economy, including Governor of the Central Bank of Libya (CBL), Saddek Elkaber, head of the Audit Bureau, Khaled Shakshak, and the Minister of Finance, Muhammad Al-Shhoubi. According to the report, the act took place after protesters attacked parliament in the eastern city of Tobruk as anger exploded over deteriorating living conditions and political impasse. “The Secretary-General is worried about demonstrations in several cities in Libya, including Tripoli, Tobruk and Benghazi,” Guterres said in a statement. Yousef Al-Aqouri, a member of parliament, has expressed on Thursday his “deep regret and sadness” over increase of migrants deaths off Libya’s shores. Al-Aqouri, who chairs the House Foreign Affairs Committee, urged on the Libyan Coast Guard to make “more efforts to respond to all distress calls”. He accused human traffickers of being responsible for the death of migrants as they are “taking advantage of the difficult conditions that migrants are going through in order to make money at the expense of their suffering.”The MP called for “combating human smuggling networks” and “enhancing the capabilities of Libyan agencies to perform search and rescue operation”. He stressed the importance of joint action with neighboring countries, especially the European Union, in order to improve security on the Libyan borders.
