Libya’s electricity crisis to improve by next week, General Electricity Company of Libya (GECOL) said on Thursday. GECOL’s Director Mohamed Ismail told reporters that the situation will gradually evolve as the company expects to add 1,300 megawatts to the power grid by September. The power grid of Ubari has been repaired recently, which would enable the transfer of about 380 additional megawatts to the southern regions, Ismail said.

Libya’s decade-long transitional period must end with “free and fair” presidential and parliamentary elections, the chairman of the Presidential Council reiterated on Thursday. Mohamed Menfi made his remarks during a meeting a group of candidates who are seeking to compete for parliamentary seats in the upcoming elections. The 46-year-old chairman told the aspiring candidates that he is working to “bridge the views of the parties in the political process,” according to the council’s statement. He affirmed that elections should be held within “a legal framework agreed upon by all parties”.

The International Police Organization (Interpol) has issued a Red Notice against five Libyans for cases of corruption and fraud, a source from the Attorney General’s Office has confirmed. The names on the Red List include former deputy executive director of the LIA, Mustafa Muhammad Zarti, Mohammed Shukri Ghanem -son of former Prime Minister during the Gaddafi era Shukri Ghanem,- Ismail Boudhahir, and Mercedes agent in Libya Mohamed Aqeel. The group is accused of profiting from their senior posts and obtaining illegal material benefits through profit margins and return for management fees in the LIA.

Libya’s decision to reduce gas supply to Italy would be “a problem for the Libyans and not for the Italians,” Italian news agency Nova reports. This “problem” is the consequence of the decision made by the Tripoli-based government, led by Abdul Hamid Dbeibeh, to cut gas supply to Italian company Eni by 25 percent. The government is reported to be scumbling to meet the demand for electricity stations during Libya’s current electricity supply crisis. However, according to Nova, this would mean that “the North African country is no longer able to honor the international contracts that guarantee the only source of income”. Nova noted the decision comes while oil prices on international markets are very high, which could lead Libya “on the verge of chaos”.

The goals in Libya are purely about money and gaining access to Libyan oil and offshore deposits in waters between Libya and Turkey that by international law belong to Greece. For Turkey the Libya operations are proving to be more and more of a liability. The best post-2011 Libya has been able to do is create somewhat stable coalitions in eastern and western Libya. There is less and less violence in Libya because of the stalemate, and that means there is currently no war in Libya. Currently the UN has not proposed any solution to the GNA/HoR dispute or the illegal presence of Turkey in Libya.

This came in the statement of the State of Qatar delivered by Permanent Representative of the State of Qatar to the United Nations Office in Geneva H E Dr. Hind bint Abdul Rahman Al Muftah, during the interactive dialogue with the Independent Fact-Finding Mission on Libya, before the 50th Human Rights Council under item 10 of the council agenda. The Permanent Representative welcomed the cooperation of the Libyan authorities with the mission and other human rights mechanisms, calling on all Libyan parties to maintain restraint at this critical stage the country is going through, hold a dialogue to overcome the outstanding contentious issues and give priority to Libya’s interest over narrow political and personal interests to provide the brotherly Libyan people with safety, sustainable development and prosperity. She urged all parties to end the protracted transitional stages, move forward with the political process, and reach a consensual constitutional framework conducive to holding presidential and parliamentary elections to end the conflict in the country and achieve national reconciliation, stability, and peace. Al Muftah called on the international community and the Office of the UN High Commissioner for Human Rights to continue providing technical assistance and capacity-building, especially in the field of human rights, in line with the priorities and needs of the Libyan government.

Italian company Eni has taken note of the Libyan government’s proposal to reduce gas exports to the company by 25 percent, according to Italian news agency Nova. Citing unnamed source from the company, Nova reported the Eni is currently monitoring the flow of gas from Libya. The Libya Herald reported on Tuesday that the Tripoli-based government, led by Abdul Hamid Dbeibeh, is going to cut gas exports to Italy as “it needs the gas for local consumption.”“This is presumably to meet the demand for electricity stations during Libya’s current electricity supply crisis,” Libya Herald stated.

The Libyan National Army (LNA) has sent a group of its military units to the Southern town of Murzuq to boost security. Forces of the army’s 634th Battalion was tasked with securing the entry and exit points, according to LNA’s media office. The LNA also affirmed that security in Murzuq “will be strengthened to prevent illegal actions, including acts of terrorism.”Major General Al-Mabrouk Sahban, LNA’s Commander of the Southern Operations Force, had previously announced on June 23, that the displaced residents of Murzuq are starting to return to their homes following the army’s security operation against armed groups affiliated with ISIS.

The first six months of 2022 saw Libya collect 37.3 billion dinars from oil sales. That amount reflects a 100 million dinars less in oil sales compared to the first five months of last year. The stalemate has most recently prompted the United Nations and US officials to suggest that Libya’s oil revenues be managed by third-party caretakers to ensure equitable distribution and end the impasse. Such a move would essentially mean appointing a foreign trustee to oversee Libya’s oil wealth. US Ambassador to Libya Richard Norland has likewise suggested a trusteeship for Libya’s oil revenues.
