A powerful body headed by a militia leader accused of war crimes has been implicated in severe abuses against migrants in conflict-scarred Libya. Migrants say the government-funded Stability Support Authority detained them in abysmal conditions and tortured them. The accusations raise further questions over European support for Libyan authorities’ interception of migrants trying to cross the Mediterranean. The SSA is a grouping of militias that has come to rival in strength the official anti-migrant agencies like the coast guard and Navy, but it stands outside of the scrutiny of the U.N. and EU, which have been unable to access the prison where it holds captured migrants

Rather than bringing higher earnings, education for Middle Eastern young people can deliver frustration. The challenges facing Middle Eastern nations are all made more difficult by the lack of faith their young people have in the prospect of a fulfilling future at home.

European Union's Operation IRINI said it conducted on July 18 an inspection of the "MV VICTORY RORO" off the coast of Libya, saying it was found to be transporting vehicles to Libya in breach of the UN arms embargo. Operation IRINI said "MV VICTORY RORO", flying the flag of Equatorial Guinea, has long been suspected to transfer military equipment to Libya. The Operation said that prior to the inspection, the cargo ship had been located by a French Navy plane, assigned to Operation IRINI, after crossing out the Suez Canal and entering the Mediterranean Sea. Both warships are deployed under operational control of Operation IRINI." "In accordance with UNSCR 2292 (2016) and its mandate, Operation IRINI seized the vehicles violating the UN arms embargo on Libya and is now diverting the ship to an European port for further proceedings."

Lavrov will also meet with Secretary General of the League of Arab States Ahmed Aboul Gheit, as well as representatives of the member states of the league, the sources added. The Russian Foreign Ministry announced on Thursday that Lavrov will make an African tour that includes Egypt, Ethiopia, Uganda and the Republic of the Congo, from July 24 to 28. Lavrov’s visit comes a week after US President Joe Biden’s visit to Israel and Jeddah, where he said that the US will not let the vacuum in the Middle East be filled by Russia, China, or Iran.

Libya's oil and gas minister in the UN-backed Government of National Unity expects oil production to return to "normal" levels of 1.2 million b/d in a week to 10 days as the OPEC member begins pumping crude after lifting of force majeure on exports and oil fields. Political turmoilThree tankers have arrived at oil terminals Es Sider, Zueitina and Ras Lanuf to export crude, NOC said in a July 20 statement. Another tanker arrived at Zueitina oil terminal and is expected to load 1 million barrels of Abu Attifel crude July 21, NOC said. Libya's eastern Gulf of Sirte includes four main oil export terminals with a total capacity of 630,000 b/d -- Es Sider at 250,000 b/d, Ras Lanuf 200,000 b/d, Brega 90,000 b/d and Zueitina 90,000 b/d. Libya holds the largest crude reserves in Africa and exports mainly light-sweet crude grades, such as Brega, Es Sider and Sharara.

Libya’s House of Representatives will take unilaterally decision on naming leaders for the country’s sovereign institutions after failing to come to an agreement with the High Council of State. In a letter addressed to U.N. Advisor Stephanie Williams, House Speaker Aguila Saleh wrote on Thursday that the parliament sent files of the candidates to the council as per previous bilateral deal between the two chambers. However, Saleh claims the council was uncommitted to its end of the bargain and did not send back a shortlist of the names proposed by the parliament. The 78-year-old wrote to Williams that having vacancy in some of Libya’s most vital state organizations could lead to spread of corruption and increase of political division. Saleh gave the council a deadline of two weeks, as of today, to send back a shortlist of candidates.

Energy (NYSEARCA:XLE) brings up the rear in Thursday's sector standings, -2.7%, with crude oil futures falling sharply as investors weighed signs of slumping U.S. gasoline demand and the return of supplies from Libya. U.S. WTI crude oil (CL1:COM) for September delivery -2.8% to $97.04/bbl while September Brent crude (CO1:COM) -2.1% to $104.64/bbl. Among the biggest decliners in the oil and gas group: (BKR) -7.1%, (VLO) -6.4%, (HAL) -5.6%, (APA) -4.9%, (MRO) -4.5%, (SLB) -4.5%. Meanwhile, Libya said Wednesday that crude production had resumed at several oilfields after lifting of force majeure on oil exports last week, with output expected to return to 1.2M bbl/day within 10 days. Kinder Morgan (KMI) is one of the day's few gainers in the energy sector, +1.1%, after beating Q2 earnings estimate and foreseeing full-year adjusted EBITDA coming in favorably to its budget by 5%.

The General Electricity Company of Libya (GECOL) announced today that all its power stations in eastern Libya (Sarir, Zueitina and Benghazi North) are ready to operate. Power cuts are still widespread across the country, mostly for five-hour intervals. Diesel prices have gone up in parallel to the increased power cuts. It was then announced that the suspended GECOL board of directors was reinstated until the GECOL General Assembly meets to appoint its replacement on 17 July. However, GECOL had since announced several units at the new fast tracked Misrata (350 MW) and Tripoli West (185 MW) power station had started experimental operation.

The European Union’s Operation Irini taskforce has intercepted a ro-ro carrying military vehicles to Libya. The agency said it had conducted an inspection of the 852-lane-metre Victory Roro (built 1978) off the coast of the African country on 18 July. The vessel was found to be transporting vehicles to Libya in breach of the United Nations’ arms embargo.

Sabratha Municipality has suspended work in state institutions within the municipality, starting from Wednesday, July 20, until further notice. The municipality explained that the decision came after an attack against a security patrol by "outlaw" groups on Tuesday. "This closure comes as a result of the tense situation inside the city after the attack, and to preserve the safety of citizens," the municipal council said. The suspension includes government institutions, commercial banks, and companies operating in the municipality. At dawn on Wednesday, a security checkpoint belonging to the Sabratha Security Directorate was exposed to a gunfire attack, which led to the injury of four security personnel, whose condition was described as critical.

Google reentered the augmented reality (AR) technology scene on Tuesday by announcing new public testing plans for its smart glasses prototype. Google is expanding its public AR prototype trial from its initial private in-lab testing period to understand better how its extended reality (XR) product can change how individuals live and work. Although Google is not testing photo or video recording features, it will use the device’s onboard cameras to test AR visualisations, including navigation, translation, transcription, and visual search.
