Brent crude futures for September settlement rose 69 cents, or 0.7 percent, to $101.85 a barrel, after rising 2.1 percent on Friday. US West Texas Intermediate crude futures for August delivery also rose 27 cents, or 0.3 percent, to $97.86 a barrel, after rising 1.9 percent in the previous session. This rise was supported by a weak dollar and tight supplies, which offset fears about a recession and the possibility of a large-scale shutdown of Covid-19 in China, which again reduced the demand for fuel. This rise came, while Farhat Bengdara, head of the Libyan National Oil Corporation in Libya, announced Friday the end of the closures in all oil fields and ports and the lifting of force majeure.

The new Chairman of the National Oil Corporation, Farhat bin Qadara, has stated that “the NOC funding is not necessary to be released from the state budget, but it could be through the issuance of bonds, borrowing from international institutions, investment or through international partners or even through the Libyan private sector.”In a statement on Saturday, Bin Qadara revealed that the biggest challenge facing the NOC, as well as other sectors of the state, is the political instability in the country. However, he said that he will try to spare the NOC any political wrangling. "There is fear among many that the new NOC board of directors came through a political deal or sharing of spoils," he said. "I want to reassure everyone that the NOC will be transparent in dealing with revenues by disclosing the value of sales and export quantities," he added.

Libya’s energy facilities have been at the heart of the North African nation’s conflicts over the past decade, with various groups shutting down oil output to press their political and economic demands. The Committee of Women and Children's Affairs at the Libyan House of Representatives (HoR) said on Sunday that it is seriously working on issuing a law criminalizing violence against women in all its forms in the near future. These remarks came in a statement of condemnation from the Committee for what some women in Libya were subjected to, such as domestic violence, which led to their deliberate killing for reasons unacceptable by Islamic Sharia or the law. The statement said this behavior is unfair to the victims, adding that ending their lives in a hideous way reflects the brutality of the perpetrators and their loss of humanity. The Committee called on the judicial authorities and all relevant authorities to take all necessary measures to punish the perpetrators. The Committee s did not refer to the incident of Sirgiwa's disappearance, or the assassination of political activist Hanan Al-Barasi in Benghazi.

The Libyan outgoing Prime Minister, Abdel Hamid Dbeibeh, said the appointment of the new board of directors for the National Oil Corporation (NOC) came in agreement with several political parties, denying that any deal was made to change the former board headed by Mustafa Sanalla. Dbeibeh stressed that the talk about the deal was pure slander by parties that want to spoil political and social life. Dbeibeh, who attended NOC’s new board of directors meeting in Tripoli today, added that the appointment of Mustafa Sanalla to head NOC was not legal, referring to appointing him by the Undersecretary of the Oil Ministry of the former “National Salvation government” in 2014. The outgoing Prime Minister called on anyone who has any complaint about changing NOC board of directors to resort to the judiciary, stressing that there is no foreign interference in this issue, pointing out that the only agenda for changing the board was to open the oil fields and improve the lives of Libyans.

Bengdara said in press statements that NOC will be a tool for developing the oil sector to serve the Libyans. NOC Chairman added: “We assure everyone that the Corporation will be very transparent, as the revenues that it will receive will be announced.”Bengdara confirmed that he is “optimistic” and said: “This optimism stems from reality and not a mere fantasy, because of the huge potential in the field of oil and gas that only needs good management.”NOC former Chairman, Mustafa Sanalla, had rejected the decree of Bengdara’s appointment, replacing him, and accused outgoing Prime Minister Abdul Hamid Dbeibeh of corruption, and that the decree was a result of a political deal.

A man has been arrested for planting cannabis on a farm south of Sabha, the Public Prosecution Office has confirmed. Based on the information received, a team from the prosecution department arrived at the spot, revealing a vast area covered with small shrubs of the cannabis plant "Kana Piscina Sativa." The authorities declared the farm a closed area and seized the plants for further investigation.

CAIRO - 17 July 2022: US Ambassador and Special Envoy to Libya Richard Norland said Thursday his country is following with deep concern developments surrounding the National Oil Corporation (NOC), which is vital to Libya’s stability and prosperity, and has remained politically independent and technically competent under the leadership of Mustafa Sanalla. Norland stated that the reported replacement of the NOC board “may be contested in court but must not become the subject of armed confrontation,” according to US Embassy in Libya. The embassy quoted Norland as saying that the key public policy considerations for Libya should focus on is oil and gas production actually being restored to address urgent issues affecting the lives of every Libyan, especially electricity shortages. The ambassador asked whether Libyan leaders on all sides will recognize that once again these developments demonstrate the urgent need for the political will to compromise and set the immediate stage for reconciliation and elections.

Abdul Hamid Dbeibah, has instructed health officials to launch an efficient plan to monitor the epidemiological situation in Libya and to be prepared by taking precautionary measures against the spread of Coronavirus. Dbeibah also reassured the workers in the quarantine centers that their financial rewards had been processed and would be ready to cash out next week, saying there is still the need to approve the payments by the Audit Bureau. Meanwhile, the Government of National Unity instructed government institutions not to allow employees to enter their workplace without presenting the Coronavirus vaccination card. The Minister of State for Prime Minister and Cabinet Affairs, Adel Juma, said that the Prime Minister had instructed ministers, heads and directors of institutions, bodies, centers, agencies, public companies and other institutions not to allow any employee to enter the workplace without presenting a vaccination card. The decision also urged all employees to get the Coronavirus vaccine.

Leaders at the Jeddah Summit for Security and Development reiterated in a final statement on Saturday the need for the departure of all foreign forces and fighters from Libya without delay. The final statement that included the Gulf Cooperation Council, Jordan, Egypt, Iraq and the United States, reiterated support for efforts to resolve the Libyan crisis as per Security Council resolutions, especially 2570 and 2571, calling for holding parliamentary and presidential elections as soon as possible. The leaders renewed their support for the unification of military institutions under the supervision of the United Nations, expressing their appreciation for Egypt’s hosting of the Libyan constitutional dialogue which adds support to the political process backed by the United Nations.

Both Presidents held a bilateral summit on the sideline of Jeddah regional summit with the United States on Saturday. President Biden said that his country is providing $1 billion in new assistance to address the food security situation in the Middle East, with $50 million specifically for Egypt. “These funds aim to bolster food security and offset the effects of the disruption in agricultural supply chains and higher food prices due to the blocking of ports. President Al Sisi expressed Egypt’s appreciation for military equipment and security assistance from the United States,” the statement read. “The United States and Egypt underlined that peace, security and a multilateral, rules-based order lie at the heart of their longstanding partnership.
