International Monetary Fund (IMF) spokesperson Julie Kozack said today that the lender welcomed Argentina’s announcement for a debt swap as it is discussing “alternatives” to “strengthen” the country’s Fund-supported economic program. “On the issue of the debt exchange, what I can say is that we certainly welcome the authorities’ efforts to reduce rollover risks associated with domestic debt,” Kozack said today during a press briefing in Washington, DC. In March 2022, Argentina signed an agreement renegotiating the US$ 44 billion debt former President Mauricio Macri acquired in 2018. As per the current schedule, the IMF staff’s fifth review of the program, evaluating Argentina’s performance until March, is due on Friday. Like Kozack, the Economy Ministry also considers the drought to be a focal point in the program renegotiation, as it calculates that the drought slashed some US$18 billion in crop exports.

The Economy Ministry launched a voluntary debt swap that aims to defer debt maturing between June and September to 2024 and 2025. According to official calculations, the total amount is AR$9.2 trillion (US$37 billion at the official exchange rate, US$20 billion at the MEP rate). Private consulting firms estimate it to be around AR$9.5 trillion, of which at least 70% is held by the public sector. There are four new instruments – a BONCER that matures in December 2024 and three new dual bonds that mature in August 2024, November 2024 and January 2025. Of the 25-30% held by the private sector, a report calculates that 8% is in the hands of mutual funds and 7% in private banks.

The prosecutor investigating the case is Celsa Ramírez of Buenos Aires City’s Special Prosecutors Office in charge of Mass Events. The European Commission has said it is a priority to conclude a long-delayed trade deal with South America’s Mercosur bloc, as the EU seeks new allies to reduce its dependence on China and the United States, according to a document seen by Reuters. An EU-Mercosur trade pact was agreed in principle in 2019 but is still waiting to be ratified in the parliaments of those countries involved. Latin America and Europe should work on reducing “excessive dependency” on third countries, it adds. Many of the deals would build on an EU programme to invest in green and digital transition projects in Latin America which is due to be approved at a July 17-18 summit between the Community of Latin America and Caribbean States (CELAC) and the EU, the first since 2015. Negotiations are most advanced with Chile and Argentina, and a deal could be announced as early as July, according to the European diplomatic sources.

Venezuelan President Nicolas Maduro arrived in Saudi Arabia on Monday, as the kingdom continues to expand its diplomatic outreach beyond traditional Western alliances. Maduro was received at the airport of the Saudi Red Sea city of Jeddah by Deputy Governor of Mecca region Prince Badr bin Sultan and other officials, Saudi state news agency SPA said. Venezuela’s Maduro is the latest U.S. foe to visit Saudi Arabia as the kingdom rebuilds alliances without the blessing of the United States, its long-time ally. The fellow OPEC nation had sought coordination in the past with Saudi Arabia on falling oil prices and U.S. sanctions. Maduro’s visit comes a day before U.S. Secretary of State Antony Blinken lands in Saudi Arabia for talks with the Saudi leadership.
