In Cebu, around 3.5 million people are eligible to receive free COVID-19 vaccines from the national government. In order to reach herd immunity, about 70 percent or approximately 2.5 million people must be vaccinated. “Should the entire 3.5 million [people] be difficult for us [to vaccinate], then we need 1.5 million more to safely have that population protection,” she added. If Cebu wants to achieve herd immunity before the end of 2021, it should administer at least 19,000 doses of COVID-19 vaccines daily, health officials said. Haji Najibullah, 45, is already in US custody, charged with kidnapping an American journalist and two Afghan civilians. On Thursday, prosecutors in New York said they had filed a superseding indictment that added counts of murder to his charge sheet. Najibullah is also accused of kidnapping an American journalist and two Afghan nationals and holding them hostage for seven months. American troops withdrew from Afghanistan in August after 20 years of war ended with the Taliban back in power.

TEHRAN: The Quds Force of the elite Revolutionary Guards (IRGC), responsible for Iran's controversial operations abroad, is increasingly using drones as the main means for carrying out air strikes and supplying proxies, an exiled opposition group said on Wednesday. The National Council of Resistance of Iran (NCRI) said the drones were being manufactured at eight plants in Iran, sometimes using materials smuggled from abroad, and then sent to countries like Iraq and Syria, where they are assembled and then deployed. It said that to produce the drones, Iran has been smuggling some main parts, such as engines and electronic components from China, as well as raw materials from Turkey and South Korea. The Quds Force brings members of pro-Iran proxy militias abroad to Iran for training in the use of drones. It said in the Syria conflict, where Iran has intervened to bolster the regime of President Bashar al-Assad, the IRGC has "consistently" used drones to identify and attack Syrian opposition forces.
