IMPHAL, INDIA - The death toll after ethnic clashes in India’s remote northeast rose to 54 on Saturday, with fresh violence overnight despite authorities rushing in troops to restore order. Thousands of soldiers were sent to Manipur state after a protest march by a tribal group turned violent on Wednesday. Hospital morgues in the state capital Imphal and Churachandpur district further south had reported a combined total of 54 dead, according to local media. The internet blackout has impeded the flow of information from Manipur and details of the latest clashes remain sparse. The northeast is home to dozens of tribal groups and small guerrilla armies whose demands range from greater autonomy to secession from India.

Imran Khan, the chairman of Pakistan Tehreek-e-Insaf (PTI), has criticised Indian External Affairs Minister S Jaishankar for being a poor host, adding that Foreign Minister Bilawal Bhutto-Zardari should have gone to Goa with better preparation. Jaishankar had called his Pakistani counterpart Bilawal Bhutto Zardari the "promoter, justifier and spokesperson of a terrorism industry". "On terrorism, Pakistan's credibility is depleting even faster than its forex reserves," Jaishankar further said. He also took a swipe at Bilawal for not being adequately prepared before his visit to India. The Counter-Terrorism Department (CTD) of Punjab claimed to have arrested 11 suspected terrorists associated with proscribed Tehreek-e-Taliban Pakistan (TTP) and outlawed Al-Qaeda in an intelligence-based operation (IBO) in different cities of Punjab. According to the authorities, the suspected terrorists belonged to the outlawed Al-Qaeda, Islamic State and Tehreek-e-Taliban Pakistan. Earlier, the Counter-Terrorism Department (CTD) of Punjab police claimed to have killed two terrorists associated with proscribed Tehreek-e-Taliban Pakistan (TTP) in a shootout. The terrorists were planning an attack on law enforcement agencies when they were neutralized, the CTD spokesperson said. A spokesperson for the department relayed that the CTD personnel carried out an overnight search operation in Rajanpur, Punjab.

The statement, sent to The Express Tribune, highlights a widening trust deficit between Pakistan and the IMF, as it negates the claim made by the government with respect to meeting all prior actions necessary to complete the 9th review. The external debt repayments, including interest, for the July-December period amount to $11 billion, said the Finance Ministry sources. Senior finance ministry officials argued that the IMF should not link the approval of the 9th review with the next year’s budget. Less than two months are left in the expiry of the stalled $6.5 billion IMF programme. However, the IMF, already agitated by the government’s contradictory claims about completion of the conditions, may not offer any major relief to Pakistan.

According to sources, the LC has been opened in the Chinese bank in an attempt to make payment for the cargo – the first-ever purchase of Russian oil by Pakistan – in Chinese yuan. Though the payment for Russian oil will be in yuan, it will put a burden on Pakistan’s foreign exchange reserves. Initially, Moscow offered the option of making payments in three currencies including the UAE dirham, Chinese yuan and Russian ruble. Pakistan, which follows the Platts price index, is hoping to get a discount of $16 to $18 per barrel on Russian crude oil. According to the source, the processing of Arab Light crude leads to production of 45% high-speed diesel (HSD) and 25% furnace oil while the Russian crude will produce 32% HSD and 50% furnace oil.
