"If Ethiopia insists, Somalia will resist and will refuse," Mohamud told Reuters on Tuesday in an interview at the heavily fortified presidential palace in Mogadishu. Analysts and diplomats fear a withdrawal of Ethiopian troops would further destabilise Somalia, where al Shabaab attacks have killed thousands of civilians and soldiers since 2006. Somalia and several Western countries, including the United States, which regularly carries out strikes against militants in Somalia, have said Ethiopia's port deal has boosted al Shabaab's recruitment efforts. Ethiopian troops invaded Somalia in late 2006 to oust an Islamist movement from which al Shabaab originated. Mohamud said his government's estimates showed al Shabaab had recruited between 6,000 and 8,000 new fighters in January alone.

The tabot – a blackened flat piece of wood featuring a carved inscription that symbolically represents the Ark of the Covenant and the Ten Commandments – has been at the Abbey since British forces returned with it from the Battle of Maqdala, where it was looted in 1868. The move by Westminster Abbey will put pressure on the British Museum, which has 11 tabots in its collection that are not on display and are available to be visited by Ethiopian Orthodox priests. There have been successful returns of tabots held in British institutions. One was sent back to Ethiopia soon after it was discovered in a church cupboard in Edinburgh 23 years ago. When the artefact landed back in the country, which has been petitioning for the return of its tabots for decades, a public holiday was declared and thousands of people lined the streets of Addis Ababa to witness its return.

In return, Turkey will receive 30 percent of revenues from Somalia’s exclusive economic zone as payment for its maritime security services. The deal could increase Turkey’s over-sized influence in Somalia and the Horn of Africa. On January 2, Somalia suspended diplomatic ties with Ethiopia after Addis Ababa signed an agreement with the secessionist Somaliland region in Somalia to have access to the Red Sea. Osman observed that the commitment to building Somalia’s naval capabilities is a forward-thinking approach to ensuring the long-term security and safety of international maritime routes. “This aspect of the treaty not only benefits Somalia but also provides security assurances to global trade stakeholders reliant on these waterways,” he noted.

After Somalia, too Gibuti closes ranks in military cooperation with Turkey, in an evident attempt to take action after the controversial memorandum of understanding signed last January 1st between Ethiopia and Somaliland for Ethiopian access to the Red Sea. The agreements include a military training cooperation agreement, a military financial cooperation agreement and a cash aid implementation protocol, according to the Turkish Ministry of National Defense. Djibouti opened its embassy in Ankara in 2012 and the following year Turkey opened its in the Horn of Africa country. The signed agreement should therefore further strengthen the strategic partnership between the parties and increase their coordination and cooperation in regional and international issues. The agreement between Turkey and Djibouti comes, moreover, in conjunction with the similar agreement on defense and security signed last February 8 between the government of Ankara and that of Somalia.
