Talks in Germany end without decision on sending Leopard battle tanks to UkraineOTTAWA — Defence Minister Anita Anand was heading home from a meeting in Germany on Friday after she and her counterparts from the United States and across Europe failed to make much headway on whether to provide battle tanks to Ukraine. The Ukrainian government led by President Volodymyr Zelenskyy has repeatedly said it needs tanks to protect its troops and launch counter-offensives against Russian forces, particularly in the eastern part of the country. The Trudeau government has not said whether Canada is open to sending some of its German-made Leopard 2 tanks, which were purchased from Germany in 2007 during the height of the war in Afghanistan. But before Canada can even entertain the idea, it needs Berlin's sign-off to allow it to re-export the tanks to Ukraine, which is not a member of the NATO military alliance. But she did not say whether the two discussed the provision of tanks, adding tanks aren’t the only thing Ukraine needs.

But with the team getting set for the second leg of its winter tour — in Toronto this weekend, after being in Vancouver last week — there seems to be one topic that’s front of mind for Jays fans: Jordan Romano got his nose pierced. “It goes right through, right? “Every time we’d hang out and spend time with the family, I was like ‘Cassandra, that looks pretty cool. And whether it’s good energy or bad energy, it’s energy regardless, and you can use it however you want.”“I feel like being out in that atmosphere kind of gets you ready to pitch,” agreed Romano. It’s going to be tough to replace him.”“Nothing but absolutely fantastic things to say about him,” echoed Cimber.

Jan. 19—A CBC.ca headline that starts with "Fugitive cows ..." is a certified eye-catcher, and one the Ear could not resist. A herd of more than 20 unruly dairy cows have been gallivanting about rural Quebec, Canada, after being spooked by a thunderstorm last July. An attempt by UPA Mauricie was made to round up the refugees in October by using barriers and cowboys on horses. The venture failed dismally when, after being successfully corralled, one cow got loose and the rest quickly followed. With little food on the ground during winter, the enclosures were a hit in attracting the runaways.

Japan's electric scooter users will no longer require a driver's license from July, though minors under 16 will be banned from riding them, the National Police Agency said Thursday. The new rules apply to scooters with a maximum speed of 20 kilometers per hour, and riders must comply with the same traffic rules as bicycles, including not riding on sidewalks. Accidents and traffic rule violations, such as riding under the influence of alcohol, have been rising in line with their growth in popularity. Electric scooters that come under the new rules must measure 190 centimeters or less in length and 60 cm or less in width. Other electric scooters that do not meet the standards are treated as moped, which require riders to have a license and wear a helmet.

Inadequate government support, policy gaps, and a year of surging inflation: It’s the perfect storm that is hitting families with children and youth with disabilities. With inflation plaguing every household in the country, families with children and youth with disabilities, who already have minimal support, are further disadvantaged. Essential services are only minimally covered by OHIP, such as a limited number of rehabilitative therapy sessions, adaptive equipment, assistive technology, and respite care services. Many people, however, aren’t aware of the reality that parents of children with disabilities are faced with daily. Khadija Zafar is a service navigator at SMILE Canada Support Services that supports racialized children with disabilities and their families.

Ex-Reform leader Preston Manning picked to chair review of Alberta’s COVID responseEDMONTON — Premier Danielle Smith has struck a committee to investigate how the Alberta government responded to the COVID-19 pandemic, and has appointed former Reform Party leader Preston Manning to chair it. “There are valuable lessons we learned from the Alberta government’s response to the COVID-19 public health emergency,” Smith said in a statement. She has promised health restrictions and vaccine mandates will have no role in any future COVID-19 response in Alberta. Smith promised a bill last fall to make it a human rights violation to discriminate against anyone for their COVID-19 vaccine status. She also promised to explore granting pardons and amnesties to those convicted of COVID public health violations.

Federal government should direct RCMP to end use controversial neck hold: NDP leaderOTTAWA — NDP Leader Jagmeet Singh says Public Safety Minister Marco Mendicino should push back against the RCMP continuing to use a controversial neck hold. Singh says Mendicino should pressure Lucki to change the policy. A paper published last fall in the Journal of Forensic and Legal Medicine said research on the subject is "scant" but the neck hold can be "safe and effective" in high-risk police encounters if it is performed by people who are properly trained. Public pressure against the use of the hold mounted after the 2020 killing of George Floyd, who was killed when a Minneapolis police officer knelt on his neck for more than nine minutes. This report by The Canadian Press was first published Jan. 19, 2023.

Germany pressed on tanks for Ukraine; Kyiv airs frustrationBERLIN (AP) — Germany faced mounting pressure to supply battle tanks to Kyiv and Ukrainian President Volodymyr Zelenskyy aired frustration about not obtaining enough weaponry as Western allies conferred Thursday on how best to support Ukraine nearly 11 months into Russia's invasion. Senior officials from Britain, Poland, the Baltic nations and other European countries met in Estonia on Thursday before the Ramstein gathering. “We had some tanks that we thought could do that.”Wallace acknowledged that the Challenger shipment “is not the single magic ingredient” for Ukraine, which has said it needs 300 tanks, among other weapons, to expel Russian forces. But he voiced hope that it will complement Bradley armored vehicles the U.S. is already supplying and help “lead the way” for others to send tanks. ___Follow AP’s coverage of the war in Ukraine: https://apnews.com/hub/russia-ukraineGeir Moulson And Jamey Keaten, The Associated Press
