Liberia’s political veteran and former vice-president Joseph Nyumah Boakai was on Monday (21 November) formally declared winner of the 14 November presidential election, defeating incumbent and former international football star George Weah. Boakai won with 50.64% of the vote, against 49.36% of the vote garnered by Weah, with a margin of only 20,567 votes, Davidetta Browne Lansanah, President of the National Electoral Commission (NEC), told the press after completing the ballot count. The outgoing president had already conceded defeat on Friday, winning praise from abroad for promoting a non-violent transition in a region marred by coups. The African Union (AU) and the Economic Community of West African States (ECOWAS) congratulated the president-elect for his victory, with the latter stating that “Liberians have once again demonstrated that democracy is alive in the ECOWAS region and that change is possible through peaceful means.”Since 2020, ECOWAS states have seen abrupt regime changes with military forces seizing power by force in four of the fifteen member countries: Mali, Guinea, Burkina Faso and Niger. This has also led the AU to hail Weah, a football legend, for his “statesmanship and gracefully accepting the outcome of the elections.” AU chairman Moussa Faki Mahamat called on all parties to continue to “display maturity and embrace dialogue to consolidate democracy, inclusiveness and the rule of law.” Boakai, who is poised to be inaugurated in January 2024, assured the nation that the “next few years will be a period of fulfillment and not hope anymore.”

Africa is in the grip of a dollar drought and the current continent-wide scarcity of the US dollar is further pushing many already beleaguered African countries into deeper economic crises, according to a new Bloomberg report. The dollar shortage is also hurting consumers and local businesses as import costs soar, fueling inflation, the report noted. They are also steering clear of countries without adequate reserves to cover import costs or debt repayments. “African currencies are the worst performers in the world this year, with about a dozen sliding at least 15% against the dollar,” the report added. However, in some cases, the IMF is coming to the rescue, such as when it said last week it would expand financing to Kenya to bolster the East African country’s reserves.

Four Chinese gold miners have been kidnapped in Lamy-Pont, a village in Central African Republic (CAR), near the town of Abba, in Nana-Mambéré sub prefecture where three Chinese were also abducted in March 2023. The incident occurred Saturday Novembr 18, during a clash between armed forced and a group of unidentified armed men who attacked the mining site of Zongo, close to Lamy-Pont. In March 2023, three other Chinese were abducted by some unidentified armed men 25 km from Abba. In the same month of March 2023, nine other Chinese gold miners were killed 25km (15 miles) from Bambari, the main town in the Ouaka prefecture. Authorities blamed the CPC for the attack but the rebels group denied any wrongdoing.

In the debate over Israel’s military offensive in Gaza, two questions about the laws of war have driven the discussion. First, is Israel intentionally targeting civilians, as Hamas did in its attack on Oct. 7? Second, assuming Israel is not intentionally targeting them, is its “incidental” killing of civilians “disproportionate” relative to the military gains it seeks to obtain? If so, even if any resulting deaths might be arguably “proportionate” and “incidental,” they could still be considered war crimes. The laws of war on civilian targeting are laid out in the Geneva Conventions of 1949 and their Additional Protocols, and war crimes as well as crimes against humanity are further defined by the Rome Statute founding the International Criminal Court.

Pyongyang says it will attempt its latest satellite launch before December 2 as Japan and South Korea remain on standby. North Korea has said it plans to launch a spy satellite as early as Wednesday, following two unsuccessful attempts earlier this year. Japanese Prime Minister Fumio Kishida immediately spoke out against the plan, something North Korea regards as its sovereign right, along with its rocket programme. South Korea has been warning for weeks of the impending satellite launch, which they said would also violate a 2018 agreement designed to de-escalate tensions. South Korea separately plans to launch its own satellite from California on November 30 with US assistance.

Abu Dhabi National Oil Co. (ADNOC) signed an agreement with Australia-based Santos Ltd. for the potential development of a joint carbon management platform that could support decarbonization throughout Asia-Pacific, ADNOC said in a release Nov. 21. In January, ADNOC committed $15 billion to advance low-carbon solutions, new energies, and decarbonization efforts across its value chain. The operator aims to become net zero by 2045 and is targeting CCS capacity of 10 million tonnes/year (tpy) by 2030. ADNOC currently operates the Al Reyadah plant, which has the capacity to process 800,000 tpy of CO 2 . The agreement with Santos follows ADNOC’s recent agreements to explore CCS and direct air capture (DAC) projects in the UAE (OGJ Online, Aug. 1, 2023; Oct. 3, 2023).

Travellers are cancelling or postponing planned vacations to the Middle East and North Africa due to fears of the Israel-Hamas conflict worsening, and as touring companies have also altered itineraries and cancelled flights. Leisure travel demand to the Middle East was hit after the conflict began on Oct 7. German airline Group Lufthansa said their Middle East bookings have not been affected by the war, with only an initial dip when the conflict started. Spanish travel agency Essentialist said it has cancelled 75% of trips to the extended Middle East and North-East Africa region. The conflict’s effect on travel demand to the Middle East may extend beyond the holidays and even just neighbouring countries.
