An MP has drafted a plan to lock out President Uhuru Kenyatta from running for President in 2017. However, for the changes to Article 142 to take effect, the country must be subjected to a referendum. ODM nominated MP Zuleikha Hassan has proposed that far-reaching changes be made to the constitution to make the presidency a rotational position and lock out communities that have already served in the top office. According to the proposal, the Deputy President, governor and MP seats will not be affected. “The principle objective of this bill is to amend Articles 137 and 142 of the law to provide rotational presidency to allow ethnic communities equal accessibility of top leadership and for regional balance,” the bill states.
