Top universities giving a raw deal to disabled students? It seems that government has failed to implement the 1995 Disability Act in its entirety. The Act mandates a minimum 3% quota for disabled students at universities. However, thirty-two of India's top universities and institutions of higher learning including IITs, IIMs and Delhi University have filled up barely 0.48% of quota for people with disabilities.
