New Hampshire is one of the states that decided to expand Medicaid under the act, while other states made the opposite decision. Traditional Medicaid in New Hampshire serves about 130,000 residents, while the expansion through the Health Protection Program has added another 52,000. In his job, Lipman navigates through the complications of working to reauthorize expanded Medicaid and various associated waivers, while providing support for the Legislature as it considers health care policy. She stepped down last year to take a health policy position.
