As of mid-December, according to the BoC, it was still P16.5 billion short of its revenue collection target of P661 billion for 2019. Since 2010, the only year in which the BoC had met its collection target was in 2018, when the bureau was directed by Isidro Lapeña. The BoC leadership, now headed by Rey Leonardo Guerrero, continues to say all the right things with respect to its chronic problem of underperformance. The BoC has been regarded as an underachiever and a source of corruption for so long that news of smuggling or the BoC missing its performance targets no longer shocks anyone and is almost expected. The government should consider taking a page from China in addressing corruption and poor performance in the BoC.
