The chief executive of Libya's National Wealth Fund, Ali Mahmoud Mohamed, has expressed his expectation that the United Nations (UN) will approve before the end of the year the active management of its wealth for the first time in more than a decade. In 2023, the Libyan sovereign wealth fund launched an international arbitration campaign against Belgium, seeking to lift the freeze on Libyan funds. Regarding the institution's assessment and assets, in the 2020 ranking by Global SWF, a provider of sovereign wealth fund data, the Libyan Investment Authority ranked 98 out of 100 in sustainability and governance, and this year it moved up to 51st. In short, the Libyan Investment Authority is at a key crossroads, awaiting UN approval to manage its assets after years of freezing.

Output from El Sharara oilfield slowed over the weekend. Libya’s UN-backed government, which is in opposition to Haftar, called the move “political extortion” without elaborating further. Libya’s National Oil Corporation said on Tuesday it would gradually decrease production at the oilfield, citing protests in the area. The latest episode appears to show how some in Libya’s political leadership can use the threat of oil shutdowns to enforce their personal and political agenda. The new advisory strongly advises Indian citizens to avoid non-essential travel to Libya. Indian nationals are encouraged to remain in close contact with the Indian Embassy in Tripoli, using the emergency phone number: +218943992046, for any assistance or updates on the situation. Earlier in the day, the India High Commission in the UK also issued an advisory concerning travel to the United Kingdom. Indian travellers are reminded to register themselves with the nearest Indian embassy or consulate and keep updated with the latest advisories from the MEA.

Misrata Chamber of Commerce received at its Misrata headquarters today Korean Ambassador Jang Jehak and Consul Shin Woo Sak, and their accompanying delegation.They were received by Vice Chairman of the Management Committee, and other members of the Chamber, who introduced the city of Misrata in general and the activities of the Chamber in particular, most notably the Qualitative Centre for Training and Entrepreneurship and the Investment Tower of the Chamber.Misrata Chamber reported that the Ambassador touched on the intention of the Korean Embassy to hold the Korean-Libyan Business Forum in its first edition in September 2024, in coordination with the Ministry of Economy and Trade and the relevant Libyan authorities.

The General Assembly of Libya Telecom and Technology Company (LTT) has announced the restructuring of its board of directors, appointing Saad Talha as the new chairman. Additionally, the assembly has appointed four new board members, including Abdul Razzaq Al-Housh, Al-Mabrouk Shaladi, Ali Al-Arbah, and Abdul Salam Maatouq. Talha, who is the head of the Social Council of Souq Al-Jumaa and the Four Districts, holds a PhD in Electrical and Electronics Engineering from the University of Leeds, UK. He previously served in various significant roles, including head of the Graduate Studies Department at the Technical Colleges Administration and dean of the College of Electronic Technology at the University of Tripoli.

Shafaq News/ Oil prices rebounded by more than 1% on Tuesday, paring previous session's losses, on supply concerns amid an escalating Middle East conflict, stronger US services sector data and a cut in production at Libya's Sharara oilfield. "Oil seems to have clawed back some of its losses as broader concerns of a possible escalation in Middle Eastern conflict continue to add (to) apprehensions in (the) oil market. Oil was also supported by overnight data showing services sector activity in the US, the world's biggest oil consumer, rebounded from a four-year low in July. "Relief rallies in global market overnight also seemed to have repaired overall sore sentiments, sparking some fresh position taking in oil," Phillip Nova's Sachdeva said. Concerns of lower production at Libya's 210,000 barrel-per-day Sharara oil field also buoyed prices.

The Tripoli based Libyan government yesterday condemned what it called the attempt to shut down Sharara oil field. It said it is following up on the technical and security reports it has received regarding the attempt to shut down the Sharara Oil Field, which comes within the framework of new attempts at political blackmail. We emphasize that oil wealth belongs to all Libyans and may not be used as a pressure card to achieve narrow political or personal goals. Initial reports said that the oil filed was closed by the local Fezzan Movement group who had used the closure of the Sharara field to obtain solutions to local grievances. Spanish authorities had, the reports claimed, issued an international arrest warrant for Saddam accused of an arms smuggling operation foiled by Spain earlier this year.

Crude oil and gasoline prices today are under pressure, with crude posting a 6-month nearest-futures low and gasoline posting a 5-month low. Crude prices recovered from their worst levels today on reduced crude output from Libya after the Sharara oil field, Libya's biggest, halted crude production due to anti-government protests and security concerns. Today's global economic news was mixed for energy demand and crude prices. Crude oil prices have underlying support from the Hamas-Israel conflict.

Aisha Al-Gaddafi sent a message through her Instagram account, asking those she called “the honorable sons of my country,” the jurists and the ancient tribes, not only to have a voice, but to act, to put an end to this injustice and disdain for the rights of your fellow countryman, as she put it. The revenue was primarily driven by the oil sector, with oil sales accounting for 51 billion dinars and oil royalties contributing 8.8 billion dinars. Tax revenues were 395 million dinars, customs revenues were 129 million dinars, and the communications sector generated 73 million dinars. On the expenditure side, the breakdown was as follows: Salaries: 36.5 billion dinars, operating expenses: four billion dinars, development expenses 160 million dinars, subsidies 9.4 billion dinars, and emergency expenses zero. Additionally, the National Oil Corporation received five billion dinars, and the General Electricity Company was allocated 2.5 billion dinars. Foreign currency inflows to the central bank were reported at $12.4 billion, with total foreign currency expenditures reaching $21.5 billion.

Sharara, the largest oilfield in Libya, fully halted oil production on Monday after output was curbed during the weekend due to protests, sources with knowledge of the field’s operations told Bloomberg. However, the field began to gradually cut production on Saturday after workers at the oilfield were told to do so, according to Bloomberg’s anonymous sources. Earlier on Monday, Libya’s internationally recognized government accused its rival government in the east of “political blackmail” following protests that led to operational curbs at the Sharara oilfield. Despite the loss of production from Libya, oil prices continued to plunge on Monday amid growing concerns about demand with fears of a recession in the United States. The market has largely ignored supply concerns in recent weeks as anxiety over the trajectory of global oil demand has intensified.
