NAIROBI, Kenya (AP) — Heavy rains and flash flooding have killed at least 40 people and displaced tens of thousands in Kenya and Somalia, aid agencies reported Monday. In Somalia, the government declared an emergency after the extreme weather killed at least 25 people and destroyed homes, roads and bridges. The heavy rains follow four consecutive years of drought that pushed Somalia to the brink of famine. In neighboring Kenya, the Kenya Red Cross said the death toll had risen to 15 since the heavy rains began Friday, with the port city of Mombasa and the northeastern counties of Mandera and Wajir the worst affected. As of Sunday, flash floods had destroyed 241 acres of farmland and killed 1,067 livestock, the Kenya Red Cross reported.

By Giulia Paravicini and Dawit EndeshawNAIROBI/ADDIS ABABA (Reuters) – Fresh fighting between the Ethiopian army and a local militia in the northern Amhara region has raised concerns among residents for the safety of historic rock-hewn churches in the holy town of Lalibela. Fano militiamen over-ran Lalibela and Gondar, the second-biggest city in the Amhara region, for several days in August in Ethiopia’s most serious security crisis since a two-year civil war in neighbouring Tigray ended a year ago. One said the Ethiopian army started fighting on Saturday and was stationed outside Lalibela and by the airport, firing heavy weapons towards the mountain overlooking the town. Lidetu Ayalew, an Amhara politician based in the United States who grew up near Lalibela, said he feared the churches could be struck and destroyed. “The churches risk being struck and destroyed due to careless firing of heavy weapons,” he said in a statement on Monday.

ADDIS ABABA, Ethiopia — Ethiopia’s federal government says the future of contested land in its northern Tigray region will be settled by a referendum, and hundreds of thousands of forcibly displaced people will be returned. The disputed status of western Tigray, a patch of fertile land bordering Sudan, was a key flashpoint in the two-year conflict between the Tigray People’s Liberation Front, or TPLF, and the federal government. Western Tigray belongs to Tigray under Ethiopia’s constitution. A referendum will then be held to reach “a final determination on the fate of these areas,” the statement said. Suggestions that Prime Minister Abiy Ahmed might return western Tigray and other disputed land to Tigray helped fuel the violence, which has turned into a rumbling insurgency in the countryside.
