Alberta passes sovereignty act, but first strips out sweeping powers to cabinetEDMONTON — The Alberta legislature has passed Premier Danielle Smith’s controversial sovereignty act but not before first stripping out the provision that granted Smith’s cabinet the power to bypass the legislature and rewrite laws as it saw fit. Smith’s United Conservative caucus used its majority Wednesday night to pass an amendment to affirm that the Alberta legislature still has the last word on lawmaking. The final vote was 27-7 split along party lines: Smith’s UCP voting for it and the Opposition NDP against. The bill faced widespread criticism from the start for provisions granting Smith and her cabinet sweeping powers to rewrite legislation. Wilson said the title of the bill itself _ the Alberta Sovereignty Within a United Canada Act _ is problematic.

Canadian insurance giant Manulife Financial Corp. has released new claims data that appear to show an increase in diabetes among young people, a trend some studies and medical experts attribute to the COVID-19 pandemic. Aggregated insurance claims data from Manulife provide some information on mental health claims in Canada during the pandemic. Moreover, there was a 22 per cent increase between 2019 and 2022 in the number of Canadians in that age bracket on long-term disability for mental illness, Manulife said. The insurer did not provide baselines for the health claims or explain why data released so far included only claims related to mental health and diabetes. During the second wave, in January 2021, COVID-related death claims represented 11 per cent of total individual claims and a high of 6.8 per cent of group insurance claims.

ONTARIO — How phenomenal were Ontario winter wheat yields in 2022? The primary winter wheat types — soft white, soft red and hard red — leapfrogged that previous yield record by at least 5% and as much as 10%. Ontario’s soft red and soft white wheat yields also cracked the 100 bu/ac mark for the first time. OMAFRA’s Field Crop News says that cool nights in June and July extended the grain fill period, contributing to high kernel weights and high winter wheat yields in 2022. The bumper winter wheat crop also added to temporary capacity challenges at some elevators when the soybean and corn harvests rolled out very quickly this past fall.

Celine Dion says she’s been diagnosed with a very rare incurable neurological disorder called stiff-person syndrome. The Canadian music superstar made the announcement on Instagram on Thursday, saying she’s pushing her spring 2023 shows to 2024 and is cancelling eight of her summer 2023 shows. Cancer care providers and hospitals need to be more aware of the “financial toxicity” that eats away at the bank accounts of patients seeking life-saving care, especially the parking fees that may accompany their hospital visits, a new study found. The study found cities with better public transportation have less free parking for patients, with the opposite being true for cities with poor public transportation systems. “There’s not a lot of awareness about financial toxicity in cancer care,” said Al Balushi. And in 2006, the highest out-of-pocket cost associated with cancer treatment in Ontario was found to be related to parking fees, a study found. If universal free parking isn’t an option, Al Balushi suggests using screening tools to detect patients and families who are at risk of experiencing financial toxicity, and providing them with vouchers, discounted or free parking.
