New research has confirmed that the same gases responsible for climate change are cooling the Earth’s upper atmosphere, raising concerns about effects on orbiting satellites, ozone, and weather—and providing “incontrovertible” evidence of the human influence on global temperatures. The power of greenhouse gases to warm the troposphere is widely acknowledged, but their cooling effect on upper levels—like the stratosphere—is less well known. They are “driving dramatic changes scientists are just now beginning to grasp.”The rapid cooling is causing the stratosphere to contract, which in turn makes upper levels less dense. Upper atmospheric changes could also weaken the ozone layer and reduce the protection it gives humans from harmful solar radiation. There is also potential for changes in the upper atmosphere to affect weather closer to home.

His decision was widely condemned by all opposition parties, which have been calling in unison for a public inquiry on foreign interference and increasing pressure to ensure that the government follows this route. The Conservatives, NDP, and the Bloc managed to pass a motion at PROC and in the House of Commons calling for such an inquiry. The issue of foreign interference in the election is significant and needs to be addressed with transparency. The opposition parties are demanding that the government follows the route of a public inquiry to get to the bottom of these allegations.

A group of Chinese citizens living and working in Florida sued the state Monday over a new law that bans Chinese nationals from purchasing property in large swaths of the state. The suit says the law unfairly equates Chinese people with the actions of their government and there is no evidence of national security risk from Chinese citizens buying Florida property. The number of states restricting foreign ownership of agricultural land has risen by 50% this year. Heading into 2023, 14 states had laws restricting foreign ownership or investments in private agricultural land. Brown said the recent surge in state laws targeting land ownership by foreign entities stems from some highly publicized cases of Chinese-connected companies purchasing land near military bases.

After the pandemic increased the need for city services and caused TTC fare revenue to drop, Toronto city hall is facing a fiscal crisis with a $1.5 billion budget hole. Departments at city hall are already quietly planning for service reductions next year, as a contingency should extra funds not materialize. Property tax revenue, by design, does not automatically grow when properties are reassessed, so there’s no automatic windfall when home values go up.
