As mentioned in the South African Budget 2024, government has published a carbon tax discussion paper for comment. The discussion paper puts forward proposals on phase two of the carbon tax design from 2026 to 2035 for consultation, considering South Africa’s Nationally Determined Contributions (NDC) commitments. The NDCs set out policies and measures to achieve these mitigation goals and adapt to climate change and the finance requirements to support the transition to a lower carbon climate resilient economy. While the International Energy Agency (IEA) has long emphasised recycling’s potential, the first-ever IEA Critical Minerals and Clean Energy Summit really foregrounded the idea. The earliest evidence for the use of plants as drugs—possibly for medication or a pick-me-up—may have been found amid human remains in a 15,000-year-old cave burial in North Africa. According to a study published this month in Scientific Reports, researchers discovered berry-like seed cones from the shrub genus Ephedra in an ancient burial pit at the Grotte des Pigeons (Cave of Pigeons) in northeastern Morocco. Ephedra cones contain the substance ephedrine, a powerful stimulant that speeds up communication between the brain and body; and the researchers think they were consumed during the burial—suggesting the plant was widely used by the Stone Age people who lived nearby at the time.

Six South African startups have been selected for the Google for Startups Accelerator Africa: Black Founders programme, securing access to ZAR1 million (US$50,000) in non-dilutive funding and up to ZAR3.6 million (US$200,000) in Google Cloud credits. Google, which recently announced the eighth cohort of its Google for Startups Accelerator Africa programme and also backs African startups via its Black Founders Fund, opened applications for the programme in October, and confirmed participants at Africa Tech Festival in Cape Town last week. Aside from the ZAR1 million (US$50,000) in grant funding and the Google Cloud credits, the selected ventures will also be provided with one-on-one training and networking with mentors. The selected ventures include Aveade, a digital marketplace that links buyers and sellers, emphasising ease of access and a wide range of products; Breaze Delivery, a real-time delivery service that links businesses with a fleet of drivers to ensure quick and efficient deliveries; and Mapha Logistics, which empowers township, peri-urban, and rural merchants with innovative digital tools to streamline their business operations. Kaspersky and AFRIPOL have signed a five-year cooperation agreement to strengthen global efforts against cybercrime. Strengthening the existing relationship between the two organisations, the agreement provides for enhanced data exchange on cyberthreats and cybercrime trends, with Kaspersky handing over such data to AFRIPOL for the further criminal intelligence analysis by the organisation. On Sunday, U.S. Secretary of State Antony Blinken had a telephone conversation with Algerian foreign minister Ahmed Attaf. Under Secretary of State for Civilian Security, Democracy, and Human Rights Uzra Zeya started a working visit to Algeria for talks on “stability, “security”, and prosperity in “North Africa and the Sahel”.
