PM attends COP28, witnesses cooperation documents for Việt Nam’s green development
He made the remarks while co-chairing the event on mobilising finance to implement Việt Nam's commitment to climate change with Bill Winters, the Group Chief Executive of Standard Chartered PLC, on Friday. This activity is within the framework of the 28th United Nations climate change conference (COP28) in Dubai, United Arab Emirates (UAE). On this occasion, PM Chính, along with representatives from Vietnamese ministries, sectors, and international organisations, witnessed the signing of nine cooperation documents between ministries, agencies, organisations and businesses in supporting Việt Nam's green development. Bill Winters stated that Standard Chartered Bank will enhance cooperation activities, supporting Việt Nam in mobilising capital, attracting green finance and promoting green growth aligned with the implementation of COP26 commitments. Additionally, it aims to contribute to the establishment of green capital markets and carbon credit markets in Việt Nam.

Mekong Delta to develop one million hectares of high-quality, low-carbon rice production by 2030
HÀ NỘI — The central Government has set a target for the Mekong Delta to establish one million hectares of high-quality, low-carbon rice production by the year 2030 in a decision signed on Monday by Deputy Prime Minister Trần Lưu Quang. All production areas are expected to apply at least one sustainable farming practice, such as the 1 to 5 reduction, Sustainable Rice Platform (SRP) production standards, alternate wetting and drying, and certified good agricultural practices with designated growing area codes. Regarding production organisation, all production areas are expected to link up with enterprises and cooperative groups, cooperatives, farmer organisations and consumers. The mechanisation rate is to exceed 70 per cent with more than one million households partaking in sustainable farming practices. Phase 2's targets (2026-30) include identifying areas suitable for high-quality, low-emission rice farming areas beyond the VnSAT that prioritise infrastructure planning and investment, production restructuring, value chain building and infrastructure.

Individuals' deposit in banks makes five-year record despite lower interest rates
HCM CITY — Despite interest rate cuts by commercial banks, deposits by retail customers have continued to increase due to a lack of alternative asset classes. The central bank placed the lender under “special control” to head off a contagion that could affect the entire banking industry. Developing the carbon market is key to green transition
Việt Nam has a great chance to achieve its green transformation objectives and establish its place in the world's green value chains at this pivotal juncture. The carbon credit market plays a vital role in helping enterprises and the country's economy shift from brown to green, lowering greenhouse gas emissions and boosting national GDP and company profits. At a seminar last week about developing the carbon market, Nguyễn Minh Vũ, Deputy Foreign Minister, affirmed that green transformation was a new driving force for sustainable growth and a key strategy for Việt Nam to establish its position in the global green value chain. They maintained that Việt Nam had enormous potential for creating a vibrant, effective, and high-quality carbon market. Thailand to launch big promotional event

The event, hosted as a New Year’s gift to the public, features price reductions on goods and services in line with the government’s efforts to alleviate the cost of living. The upcoming discount campaign, set to run from December 15 to January 15, 2024, builds upon a similar project that began on October 2 and will conclude on December 31. In October, the ministry partnered with 288 business operators to slash prices on over 151,676 items nationwide, leading to a substantial cost of living reduction of 2-3 billion THB. According to Director-General of the Department of Internal Trade (DIT) Wattanasak Sur-iam, the new price reduction programme is expected to be one of the largest of its kind, covering a wide range of products, including food, beverages, essential goods, agricultural products, and services./.

National Assembly passes revised Law on Housing
They said the articles are at odds with the Law on Land, which stipulates that residential land has no design life. Owners are entitled to the freehold of the former whereas they can only own the latter for the design life. The law also has a provision for the lease rates of social housing, which will be regulated by VGCL. Meanwhile, the authority to define the procedures applying to the sale and the lease of social housing will fall to the Government. The law incentivises the construction of social housing by allowing social housing investors to build commercial housing on 20 per cent of the land dedicated to the social housing project, provided that they pay for the use of the land portion.
