Tougher fines for animal, fishery products’ violationsVietNamNet Bridge – The Government has issued a new decree regulating the fines imposed for violations in the livestock breeds, feed and fishery products sectors. A pig slaughtering house in Ben Cat Town, southern Binh Duong Province committed violations in using banned substances in 2016. In the new decree, these will increase to VND50 million - VND100 million on the use of banned substances on animals and fishery products, depending on the products’ values. The violating individuals or organisations will be forced to dispose the banned substances or feed and products containing banned substances. Besides violations in using banned substances, the violations stated in the decree include the use of anti-biotic in livestock breeds and fishery products; and management and preservation of livestock’s genes, among others.

Fitch raises sovereign rating for VietnamFitch Ratings has upgraded Vietnam's sovereign rating based on rising foreign-exchange reserves and strong economic growth. Most economic forecasts since early April said Vietnam’s GDP growth will be 6.5 percent or higher in 2018. Meanwhile, the World Bank (WB) on April 12 forecast Vietnam’s economic growth to stabilise around 6.5 percent in 2018. The International Monetary Fund (IMF) projected Vietnam’s economy to grow by 6.6 percent this year and 6.5 percent the following year in its report namely “World Economic Outlook, April 2018”. Vietnam’s economy enjoyed a strong economic expansion of 7.38 percent in the first quarter of this year, the best first-quarter performance in the last decade, according to the General Statistics Office of Vietnam.-VNA

First, it derives from the challenges facing each country, including the increasing pressure on the budget and the social insurance fund, as well as an aging population, and low social insurance coverage, among others. In particular, after the country's Doi Moi (reform) policy, Vietnam implemented important reforms in its social insurance policy in 1995, such as establishing a system of agencies specialising in implementing social insurance policy at three levels; establishing a social insurance fund independent from the state budget which is formed on the contributions of both employers and employees; in addition to expanding the scope of subjects participating in compulsory social insurance and implementing voluntary social insurance; among others. Thanks to these important reforms, the social insurance fund has become the largest welfare fund; the organisational model of the social insurance system has promoted its effectiveness in policy implementation; and the number of employees participating in compulsory and voluntary social insurance has continuously increased (reaching 13.9 million people by the end of 2017, an increase of seven times compared to 1995). However, besides these important achievements, the implementation of social insurance in Vietnam also shows inadequacies, including the low coverage of social insurance; the social insurance system being designed in a single-stage manner with loose connections to other social policies; and compulsory social insurance also omits some groups of people with the demand and ability to participate in it.
