It is no wonder, therefore, that the budget started off by addressing agriculture and the rural economy. Institutional credit will rise to Rs 11 lakh crore, particularly in the interest of lessee farmers. Similarly, education will receive one lakh crore rupees as investment in the next four years. This was one budget that was almost totally predictable. Neither the economic nor the political implications of the budget need discussion.There is little economics in it to be analysed.
