The Conservative Party has refused to say whether it knew that a Russian-born oil and gas tycoon was behind an energy company from which it accepted thousands of pounds of donations. Angela Rayner, Labour’s deputy leader, wrote to the Tory party’s co-chairmen, the businessman Ben Elliot and the cabinet minister Amanda Milling, to ask what due diligence they had done on donations received from the energy company Aquind. The Times revealed this month that Viktor Fedotov, 73, a former executive at the Russian oil and gas giant Lukoil, has owned Aquind since February last year.
