Timaru's Toby Taylor has received the highest scouting honour possible, the first such award for his scout group in at least 20 years. The 13-year-old member of Northdown Te Rangi Scout Group received the Chief Scout's Award at a special ceremony on Tuesday night. Northdown Te Rangi Scout Group leader Francie Spavin said the award was a proud moment in the group's history. The Northdown Te Rangi Scout Group is the second-oldest in New Zealand and was started in 1908 at Kellands Hill, Timaru.
