Up to three in 10 children are neglected by their parents, concludes a surprising new Quebec study that raises questions about exactly what defines the “insidious” problem. The study, based on a survey of 4,400 Quebec parents on aspects of child-rearing, concluded 20 to 29 per cent of children were neglected, depending on the age group. Child-welfare agencies do get calls about children left alone in vehicles, said Ballantyne. The issue at the core of the study is important, neglect being the form of child maltreatment most often reported to authorities. “We have to be cautious about the rates,” said Clément, the Canada research chair in violence against children at the University of Quebec, Outaouais.
