Guanzon said that if candidates failed to take down their illegal posters, the Comelec would presume that these materials were posted by them. Comelec spokesman James Jimenez earlier said campaign violators had until Thursday, February 13, to take down all their campaign posters, even those that were put up by others. Election lawyer George Garcia said the problem in the implementation of Comelec rules against illegal campaign materials was is the law itself. Under the law, the Comelec should first write the candidate, telling him to remove illegal posters in three days.
