The subsidy comprises the Emergency Subsidy Program (ESP), which is being jointly implemented by several government agencies, among them the Department of Social Welfare and Development (DSWD). The ESP is also referred to by most as the Social Amelioration Program (SAP), especially in the social media. How come one commissioner, from the government, too, posted in social media that everyone will receive their SAP? With an average household of five members, there will be 18 million (90 million divided by five) households. If there is at least one ticked-off box, then the household is entitled to receive SAP.
