In August 2017, a UN resolution banned the export of coal, seafood and iron ore from North Korea, BBC.com/News reported. Despite repeated sanctions, North Korea had remained undeterred and continued with its nuclear and development programs. Without China, North Korea would have collapsed politically and economically a long time ago. Russia and China, the document said, are both complicit in the circumvention of the UN sanction against North Korea. Hugh Griffiths, coordinator of a UN panel on North Korean sanctions, described the move as unprecedented.
